As you are aware another balancing pass at cloaks is being done by adding a fire delay after de-cloaking. However a fire delay after de-cloaking alone will not balance cloaks.
First off, we need to address the abuse of macros with cloaks. For those of you who don't know, controllers or keyboards with macro functions can input a customized set of commands at inhuman speeds. Combined with the cloak, you can shoot or drop remotes and re-cloak faster than the game can render allowing you to shoot or drop remotes without ever having to de-cloak. The fix for this is simple; whenever a player de-cloaks, the cloak must go into a cool-down state.
A cloak delay is necessary but only needs to be long enough such that the cloak user is visible before they can shoot. A player should not be able to fire a high alpha weapon while cloaked.
The last item to be addressed is cloak's E-war "god mode". Using a cloak doesn't just make you visibly harder to detect. It's also makes you more difficult to find with detection, which should be a cloak's counter. Combine with dampening modules and the cloak user becomes visibly harder to detect and completely immune to detection; E-war "god mode". To fix this, the cloak bonus to profile should be a profile penalty. In this way, un-cloaked dampened players can hide from detection but are vulnerable to being visually spotted. Cloaked dampened players can be visually difficult to detect but are more vulnerable to detection. No more E-war "god mode".
These 3 changes are the bare minimal needed to make cloaks balanced. CPM, please pass this along to whoever you talk to in CCP regarding balance.

This is not a matter of what is sacrificed in fitting. Being both visually difficult to detect and immune to detection at the same time leaves a dampened cloak user without a counter, thus "god mode". And god-modes should never exist in PVP games.

the firing delay is a great way but the problem is that scouts are spotted all the time if they are actually well scouting need to increase the cloaking ability not nerfing the ability to do the role right they only recently fixed the constant run glitch with jello walking while cloak is activated

Virtually no one uses the scout suit to do any real scouting. This player base has a horrible understanding of what actual scouting is and often confuses scouting with being a ninja. They also confuse stealth tactics with pressing a button that makes you virtually invisible.
This thread was created pre-1.9. Still need further testing to have a solid opinion on the matter of cloaks.

Not that I'm disagreeing, but you do realize this is a first-person shooter, right? This isn't EVE where information gained through recon can be more important than the battle itself?
The battles are far too quick and small-scale to make actual scouting relevant.
At the end of the day Dust is a skill-based shooter, and all the tools we have are just different ways of achieving the end-goal of dropping the opponent's tickets through kills, nothing more.

"This isn't EVE" argument is always fun. Check the very top left of this page and read the FULL title of this game.
I'm not faulting the players for not doing any real scouting, the game does not reward such behavior. Just real sick of people using terms like "real scout" when they don't actually scout.

well the bonus of having an actual ability to scout would be to check around corners, scope out objectives, seeing things that will kill your squad/teamates before they get killed by a couple of damped heavys or an ambush of jerks guarding a passage way. the pay off is helping your team and thats the best reward

input delay UI delay cloak delay (which even applies if you are not cloaked) => this is pretty much the opposite of inhuman speeds
beside that, macros can also be used by non cloakers too...

lol no, it is easy to detect. the blue shimmer is bright as light, crosshair turns red and aim assist still locks on to cloaked scouts

this was already done with a long cloak delay.
