Just as the title states. More of an argument for the Gallente Logi than anything.
Kind of a bit of competition with the Scouts who can passively scan pretty well; the general gist is that, compared to other Logistics, the Gallente Logi is at a disadvantage. Yes, the active scanner is a very powerful tool but it's benefits only apply to the Squad and the rewards are somewhat lacking.
All the other logi's bonuses and equipment apply to the rest of the team. Min Logi gets bonuses for repairing/guardian using a repair tool on anyone in his team, Cal Logi with the nanohives toward the entire team, etc. The Gallente Logi is a bit of a misnomer in that he doesn't receive -nearly- as many WPs for scanner assists due to low point accrual to begin with but also because it only applies to his squad.
Just my thoughts.

This would open the door for snipers as we know them to become as much an intel tool as killer. Marines call them scout-snipers for a reason and in order to get a confirmed kill one must go through an intel gathering process that is very involved.
But if snipers got rewards for painting targets to the radar then they could hold their fire for priority targets such as logi, sentinel and suppression weapons like laser rifles and mass drivers.
I'm not against your idea, but I think it needs to be expanded upon.
Would require a client update for the scout sniper stuff to happen and I'm all for it.
For the longest time it's been argued that Active and Passive scans should be separate so I'm against giving WP assist for passive scans because it'd only be a Scout-centric buff. Honestly, Scouts got a major buff in that every single one of them -can- beat a Focused Active Scanner even on a Gallente Logi now. I'd argued against it in the past because it's always going to be a bias toward one or the other: Either Scouts can always be scanned and there's no reason to try to fit against it or scouts will always beat scanners and there's no reason to run the scanners.
For a good long while the Scouts were considered better than the active scanners because of the precision/range and while it's still sort of a problem (active scanners have such a long cool down and can only be used in one general direction as opposed to all over the place) it doesn't give credence toward what the thread is assuming. But that's mostly my fault for even mentioning Scouts because I know how adamant the community is about them
Although, just because it says 'Scan has been blocked' doesn't mean you -see- the scout. Just that you should be more cautious as there -is- a scout in the area. It's not nearly the same as actively seeing them on your minimap. EDIT: And, again, you don't get points unless they're scanned.
Ignore the scout scans vs active scans and you'll notice there's a pretty big discrepancy in the amount of benefits garnered by using the active scanners though, even on the Gallente Logi. The amount of reward for their use is somewhat skewed for the reasons previously mentioned.
