The most difficult time for a channel is when they have a relatively low population. People come in, see a low population, and leave. If those people rallied and stayed, you'd have much more populous channels.
As it is, there are no public rallying points for the Caldari. Get a figureheaded campaign going for an EVE moderated channel and I'm confident that if you put some work into it you can get a decent group together.

I find its much the same for Min FW...... you just don't see them dropping orbitals.
