It would be fun to run fits that support R&D to improve/counter gear. My first thought was that salvage or any gear could be donated to r&d to influence a change, but I think that may require a client update.
My new idea would be to run a module specific to the desired gear and stat change along with the gear to be influenced. For example I would run a rail rifle with a rail rifle ROF reduction monitor to very slightly reduce the RR ROF. Actual stat changes could occur weekly or some such with appropriate filters to prevent anything from changing too quickly.
This would complement prices fluctuations with number of purchases (or kills) as mentioned in another thread.

The whole "destructive data mining" events to name officer gear kinda turning balancing into an in-game mechanic. Gameplay designed to reveal balance issues. ;)
I am not sure you could actually balance the game by letting players tinker with mods or something. Heavy abuse by players would likely occur to tweak things in favor of certain groups.
One of the ways I'd prefer to combat balance issues is to vary the style of gameplay more. Particularly through environments and planet types, and figuring out how to favor certain playstyles or certain types of weapons or suits on different planets and locales. Which would mean that different fits were powerful in very different contexts. So no fit was ever superior everywhere.

to do what your talking about, it would only be a data gathering module of existing traits, than one that actually changes a trait. concorde monitor kinda thing but for weapons and suits

This mechanic probably would not remove out-of-game balance monitoring / changes, but by adjusting a random modifier (#3 below) the balance could be encouraged to move in a certain direction.
Abuse can be controlled in a few ways: 1) Limit the modules available in the market at any one time (e.g. only sidearm range modules are available one week, while the next week rifle ROF modules are available). 2) Make it very expensive in both isk/time to change stats too far from their 'balanced' values. For example, the first 100 matches played with a module change the value by .01%, the next hundred by .005%, etc. 3) R&D has mishaps - add a random chance that your module works in the opposite way. 4) Simply cap changes at ~1% / month.

I have no idea what a concorde monitor is, but yes these new modules would not immediately modify the trait. A module would monitor a particular trait and essentially count as a vote to change the trait in a particular way. All the votes would be tallied according to some process that actually led to a change in the trait. |
