I was starving for some news on Project Legion and discovered this old PC Gamer article.
At paragraph 11, Producer and Monetization Director, Julien Dulioust, is quoted by Andy Kelly as saying the following, GÇ£The day a corporation drops into a world and does some kind of flash mob, that's the day we win, because we gave them the tools and the open world to go off-script. We want to create stories like the ones that come out of EVE Online.GÇ¥
This statement is made in the context of describing the intended "emergent gameplay".
Good.
I have concerns.
Concern 1 - Map size. If we're going to allow corporations to run around and zerg a map. This map is going to have to be big enough for them to be outmaneuvered just like in EVE. Dust 514 used to give hints at how big Legion maps potentially could be. All one had to do was zoom out on the overview map. (Now we understand that the entire map actually housed several areas that were used individually for matches.) Considering that Dust corporations and alliances can have numbers of members in the hundreds and potentially thousands, this creates potential issues with map size. Unless Legion maps are going to be hundreds of times bigger than Dust maps, the securing of deployment zones, and deployment of TACNET systems is going to be problematic. I don't expect (nor wish) to see a redzone in Legion. I also do not want to re-experience what early closed beta Dust Pre-Redline suffered... an entire enemy team sitting camped and aimed at your one and only spawn. EVE is a great experience, but the idea of arriving to a system via jumpgate just to get ganked as you emerge IS NOT the kind of mechanic that should be translated to Legion, nor any FPS for that matter.
Suggestion 1: The maps are going to have to be VERY large in scale with VERY complex terrain to prevent large corps and alliances from simply 'phalanxing' everything. Some open field combat is desirable, but small forces should be able to analyze their maps and use the terrain to their advantage as necessary.
Concern 2 - Insufficient Stealth and Electronic Warfare Suites EWAR is going to be the great equalizer in these potentially huge campaigns. The current EWAR suite in Dust would prove grossly insufficient in the scales that Legion would enable. Large corporations and alliances would need large-scale TACNET/IFF systems to coordinate and track their troop movements efficiently. The larger these TACNET systems, the more vulnerable they should be to electronic disruption and destabilization by smaller forces. This is the only way small, elite groups will have a chance at harming zergs. Interfere electronically, and kill and disrupt as much as possible while they are unable to track and determine friend from foe.
Suggestion 2: The Arsenal for EWAR will need to be expanded beyond a few skinny suits and some modules effecting scan profiles. We will need deployable sensor arrays that can be called down via RDV, or dropped down from the warbarge. Or deployable aerial buoys. Warbarges and MCCs must have AWACS functionality and other such mechanisms. Deployable jammer devices. Hazardous environments. Anything and everything that is a utility that can even the playing field, or give you the advantage, because straight vanilla fighting a force bigger than you is stupid.
There are other concerns, but I will stop short for brevity's sake.
Set your goals high, and shoot for the moon; even if you miss you'll land amongst the stars.

However eve online currently suffers from a disease called "apex force" where the only thing that counters a super or Titan, is more supers or Titans. But to legions point, I see the potential for ewar as limitless. Deployable Sensor dampening fields, Deployable scanning equipment, radar scramblers, tractor beams that work like stasis webifiers, black ops jump portals, smoke grenades (simple yet effective). And we're forgetting fleet/squad bonuses specialized for stealth, guerrilla warfare, tanking, or ewar.
In life, I have this to regret. That too often, when I acquired ISK, I did not have enough of it.

These things, I hope, are obvious 'must haves' in tactical gameplay for the scope of combat that Legion could possess.
That Apex Force concept is something I hope is not translated into Legion. What comes to mind in line with that are the battlemechs and fighter jets that were intended for Dust, that will likely be realized in Legion. Understandably, mechs would be the 'apex' of ground combat, and jets would be the apex of air power... but the turrets we have in game now, should be able to face them accordingly, and be called down as needed. Large railgun turrets to harm mechs, and SAM installations against jets. Nothing should be able to operate without a check. lol
