So Cloaking gives to players partial invisibility, to a large extent it depends on the light, and cloaker movement. But being a Scout is not only depend on being invisible, unseen to your enemy it also about gather information of your enemy and Cloaking does not give that information easily.
Cloaked players need to be able to see enemy shield/armor bars, with same effect as when player is aiming at group of enemy's with his weapon.
When I'm cloaked and I'm looking at enemy I see only his chevron and text intel that appears at bottom part of screen - this information can not tell if targeted player is badly hurt on his armor or if he is at full of his HP, because it always show how many currently targeted player have shield and armor, it do not tell how many he should have or how many is he missing.
Appearance of shield and armor bars are bound to Optimal Range(like with weapons - if target is out of range no bars will appear). Cloak do not have Optimal Range so it do not have those bars as well - it would be awesome if it would have some optimal or even infinite optimal.

There are many cases where the Cloak Field makes Scouts completely invisible.
Just wanted to throw that out there.

And now, if you are already here - what do you think about giving cloakers ability to see exactly how many HP do people around have? Is it to much, and if so why? What limitation would you suggest - maybe 1 player at the time?

The target intel readout at the bottom of screen will display your target's Armor and Shield. From what I'm seeing in-game, this readout is disabled while cloaked.
Knowing your mark's TTK in advance of attack is extremely valuable, and I do not think it unreasonable to require Scouts to show themselves in advance of collecting this valuable information. The decloak requirement reinforces scoutly, assassin-like practices (i.e. marking targets of opportunity, luring, baiting, flanking, stalking, striking from behind).
Enabling Scouts to collect takedown intel from the safety of cloak would only reward unscoutly, hamfisted behaviors (i.e. fire-from-cloak, frontal assaults, general mouthbreathery).
Shoot scout with yes.

A few things about cloaky scouts.
1. Against very light backgrounds, they are much harder to spot than when against coloured or darker backgrounds. I first noticed this with scout snipers perched on top of hills (where my vantage point had me looking towards the sky to spot them)
2. If you want to have an easier time spotting cloakers, I suggest turning the brightness level up as far or near to as far as it will go. (I settled on 90-95). This will make them a lot easier to spot, however there is a downside to this. It will make them HARDER to spot against the sky / very light backgrounds. Also you will notice that the sun glare on some maps will suddenly become a challenging factor and will probably blind you.
3. Depending on the type of screen you have, this makes a huge difference. If you have a fairly new modern TV / Monitor, you should have less troubles. That being said if you run DUST on an older TV, you may well have issues.
