It is a "CCP does not do anything for the Dust players between taking their money" event and it started with open beta.
The second event of that kind starts with Legion.

I've played a good few matches since downtime and I can probably count on one hand how many people were even using sidearms. Even less, drastically less were using militia variants.
One thing I have noticed though after using the Militia Magsec SMG = This weapon absolutely sucks so bad. Even with triple damage mods it feels so weak and pathetic.
I might try a different militia sidearm each day of the week.

Most people are wise enough to realize that they don't play often enough to even remotely competatively compete for the Officer Weapons, so naturally few people are going to use the Militia weapons, I'm certainly not and am going to stick to using ADV Sidearms for the SP bonuses.
