I wouldn't mind my scout being sidearm only, not saying that they should be nerfed, but seriously sidearm scouts are really... really... good (with the right combination )

I think Scouts should be sidearm-only when a cloak is equipped. This way, Shotgun kills would be earned. Making Scouts sidearm-only overall would kill the Shotgun.

CCP Rattai mentioned that they plan on making post Level V content.
Maybe dual sidearm scouts could become one of them.

I wouldn't make some very arbitrary rules that outright prevents freedom of fitting.
However making certain combinations much more difficult or requiring sacrifice is usually okay.
I disagree with double side arm only scouts, they're essential to retain their light arms for the use of the shotgun and sniper and other weapons. However with CCP Rattati talking about post lvl 5 specializations. The idea of a side arm only specialist variant above scout's progression would be feasible especially if its focus is close quaters combat, sabotage, and sensor stealth.

Eh, you're right. I'm just butthurt that I get shotgunned in the back and don't see it coming. :)
On another note, I think the cloak's fitting bonus should be less taxing for level 1 and more taxing for level 5, compared to how it is now. As in, have a starting amount and progressing at the right amount to end up somewhere lower than 75% total. When I had any Scout on level 1, a STD cloak completely disabled my fitting freedoms. Now my Minmatar Scout is at 3, and I can fit a cloak along with a few complex modules. It needs to be easier early on, and not so easy at proto.
Making up numbers: -All Scouts have a default 25% built in -The dropsuit skill adds 5-8% per level
