Wouldn't it make sense to cut the price on clone packs for corps with no districts?
organizing your own team of 16 to fight another team of 16 is where this game fun really lies, but there's no reason to work so much to just enjoy a single match you'll likely lose to established corps.
So, give them price cuts, discounts, until they're able to obtain land. This will work as a great method for corps who just want to 16 vs 16 without actually holding land, yet still fight it out with the other corps. Long as prices are low and they don't hold anything - they can continue to fight, as mercenaries even, at a cheap price.
However, holding land should seriously, hold value. But not as much as before. Just cut down the amount of ISK generated compared to last time and reinstate it.

First step might be to give ISK to players that enter battles in squads.
If we get the number down to 50% of players in battles deploying solo then we can talk about PC.
Current playerbase in general seems to be miles and miles if not light years from thinking about PC.

At first I though that increased end-match payouts would balance out the loss of Passive ISK, but since you only get ISK for winning this encourages players to only attack weak and new corps, as that's the only way to ensure a profit.
Not only that, but there's no incentive, nor practical purpose to holding more than 1 district.

It's a little sad that the only reason anyone plays PC anymore is because it's literally the only place you can fight with proper teams.

unless you have a large corp that can actively use those districts. no sense for a few good players in a small corp to hoard more land than a larger corp with weaker players. Since pc is no longer competitive, and interest has died down... Things have changed and land ownership should reflect these changes. The more practice these scrubby people get, the sooner pc can start being fun again without facing the exact same damn people every game because no one else knows how to fight back...

Which feeds into the whole concept of corp leveling I wanted back in closed beta - corp members would get taxed SP as well that the corp can spend to unlock PC. |

I think there can be much better results if we nuke pc and start over in terms of rules, how clones are gained, and takes overs are done.
Meanwhile as others said this is a highly exploitable move.
