Since 1.8 it has been said that scouts make better assaults due to more speed,smaller hitbox, better ewar just for a minor loss to ehp potential, i believe i have an idea to remedy this.
Instead of a armor plate or shield extender adding x value, change it to a percentage based off the suits base ehp, so that scouts would get some decent benefit from it , mediums get more benefit from it and heavies would get the most from it.
for example if a complex shield extender gave a 10% bonus to a suits shields (not exact numbers of each suit just to demonstrate )
cal scout 150>165 cal assault 300>330 cal sentinel 600>660
if a complex armor plate gave 20% (shields lower percent due to regen)
amarr scout 150>180 amarr assault 300>360 amarr sentinel 600>720
if you understand this, please post your opinions, if not get someone to explain it to you before commenting (%values to be tweaked)

Might work.
But no matter what you set your numbers at it would increase the health disparity between medium and heavy frame suits. Medium frame suit base health could be buffed to compensate though.
I still think a better solution is to have the movement penalty on Armor Plate be greater on light frame suits than on other suits. I realize that as the movement penalty is a percentage and that the flat value penalty is already greater for Scouts, but I think the percentage should be higher for light frames, so that the brick tanked Scout moves at the speed of an Assault suit. (It would still have a smaller hit box.)
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

(It would still have a smaller hit box.) it would work having a steeper penalty for light frames for movement speed w/plates, however this would give an advantage to shield scouts and to be honest the cal scout is already been declared broken this would just add to the cal scouts plight possibly resulting in another nerf.
I'm glad to finally recieve some constructive feedback instead of "nuh-uh your wrong "

I'm a pro scout and I'm going to say one thing=
NOT BAD! This could work, the only thing I am agaisbt is that Dust is different from many dos as dis gives FULL customization but it will be limited

i run a cal ewar shotty and a semi shield tanked kniver and simply put i'm tired of being called "op fotm" and hearing "broken hit detection" so if this was put in place i could finally rest my weary fingers typing "get guud scrub"

This has been brought up a few times previously, and from what I remember, CCP wasn't behind the idea.
There are others though that I have heard mention, like taking away passive bonuses and shifting them to solely module based, or scout specific bonuses to plates.
I also think that the problem is overstated.
1.8 also provided a respec just at the point scouts were at a peak and exacerbated any of the problems by allowing FOTMers to instantly skill into them.
Assaults were buffed, but without the respec, slayers weren't able to instantly get into the Assault suits. We should be able to gauge the issue better soon now that more people have some SP to spend and whether or not the slayers skill into assaults or stick to scouts.

it would also inspire varied fits instead of just ehp stacking
Then scouts would use ferroscale. Also 20% would be a nerf to any medium armor suit who uses complex plates.
How about +60HP and then +20%. You could do this with all armor plates, although stacking them would still be a nerf to some suits.

give assaults and logis a little more base HP and change the weapon bonus on caldari and gallente assault to something that would make the weapons better. if you do this i think you are very near balance with all suits in the game.

I'd much rather increase the fitting and penalties on plates/extenders and put more emphasis on resistance mods.
Same math applies basically, but more dynamic as resistance affects the effectiveness of plates and repairs as well.

someone pointed out that this would widen the gap between medium's and heavies, they suggested increasing mediums base ehp, but that creates a even larger (than intended) gap between light and medium suits.
so i would suggest if this system was put in place to increase shield base light frames by 50/10 (shield/armor) and increase armor base light frames by (10/50),
The same vales applied to medium frames just to narrow the wide gap that would be between heavy vs. others.
But also increase weapons dps by (2%?) just to keep ttk the same because no one wants painfully slow fights especially those that solo like me.
