In the past, a decision was made to provide a scanning module on vehicles, that reported red dots ONLY to the members of the squad that vehicle was attached to. I viewed this a a way to prevent rampant scanning across the map that would kill any play-satisfaction in stacking dropsuit ampeners---and I agree with that mindset.
A little later, new hand-held scanners became the rage, so much so that a reduction in the player's ability to abuse the scanner had to be incoporated, to protect play-satisfaction of moving around the map with a certain amount of "electronic invisibility".
No that a significant number of players are using "cloaking PLUS one-hit weapons" to an (arguably) excessive degree, I'd like to suggest an mild increase of vehicle scanners' ability to surpass all scanners available in hand devices or the dropsuit's native scanners.
Understandably due to its more massive PG and CPU capacity, it would be acceptable for a vehicle's on-board scanner module to have a 10db lower scanning reach and/or 20m further range than the best small-version scanner in the game. It should also continue to be data for the SQUAD only, to further encourage squading. It would provide a new way for vehicle drivers to assist their squad, rather than be stuck driving an empty vehicle around during most of the match. Thirdly, it can provide a slight ewar counter to the "cloaked Ninja" or "cloaked-shotgunner" without tampering with the performance mechanics of the cloak which many players are legitimately enjoying.

That gives it a 26.25 dB strength, slightly better than proto alone, worse than Gal Logi and Am scout, balanced for is long duration and AoE, and makes the skill worth skilling up apart from higher tiered mods.
