What would be a better choice caldari scout or commando for sniper? W/ maxed out profile dampened and modules would commando be able to hide at all?

On a Commando ck.0 (Prototype Commando) only has 1 low slot. With a Complex Profile Dampener, that brings you down to 40.5 dB. Translation: you are still very much visible, even more so given that you have a heavy frame.
However, you do get a very huge damage buff to sniper rifles which can make your sniper rifle very potent. Coming soon, we'll have Delta hotfix which will shorten the range of sniper rifles, but increase the damage as well as buffing the damage headshot modifier.
On the other hand, if you are worried about being seen, you may want to go the route of the Scout ck.0. With it, and 2 Complex Profile Damps, the only thing that will scan you down would be a 100m Duvolle Focused Active Scanner specifically from Gallente Logistics level 5. When you turn an ARN-18 or Ishukone Cloak on, you become invisible to all passive and active scanners and the only way they will see you is if they look for your "shimmer".
Conversely, you don't hit as hard with this suit, and if you pour all damage mods into your highs, you are left with a very squishy suit.
TL;DR: With Delta changes, Caldari Commando would be my recommendation since I believe you will have skills and capability to headshot one shot kill any suit. But I also wouldn't turn my nose up on cloaking and mobility.
(Disclaimer: I tried to be as objective as possible but I, myself, am not a sniper.)

Kaze covered it fairly well. A Scout sniper has to be played as such. If you think someone has figured out where you are, you need to move. If you are a very paranoid person, you may do quite well as a Scout Sniper.
The Cal Commando will do more damage and reload faster. It can also switch to a rail rifle if someone comes after you. DonGÇÖt bother with dampeners. A personGÇÖs radar only extends out 100m. If you are over 100m from your target they will not be able to see you on their radar anyway. Your profile may become an issue if someone comes looking for you, but when I go looking for Snipers I usually just rely on visuals and knowing where they are likely to be, so having a low profile does not help too much if someone is actively looking for you.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

I snipe as a Calmando and love it for three reasons.
1: There is a little more HP buffer so if you get hit (not headshot), you have a chance of surviving and ducking down to recover while you move to a new location.
2: Also, as Fox mentioned, that second weapon is a game changer. If you see someone coming after you, being able to swap to a Rail, Combat, or Assault rifle and fight up close as well is very helpful. If you skill into sidearms the scout can work as well
3: Commando's get a damage buff to light weapons so right off the bat without damage mods you are doing more damage.

Really with considering the range you'll be at, damps won't matter unless you REALLY **** someone off, so calmando is better for the hp and damage. But if you're moving around a lot, the scout suit is a lot more mobile...just my 2 isk.

Actually I use both. I use a slightly dampned, sped-up scout sniper to get to far of snipe spots. Carying uplinks and hives. When the opportunity presents itself I switch to commando kitted out for damage and a hive.
You do need to be aware of multiple snipe spots in you location, as the most likely way you get to change to commando is by getint killed. Good uplink placement is key.
