Because damage mods are sorta worth using.

Well back in the old times minmatar suits only had at most 2 low slots so couldn't armor tank much even if it wanted too.
As that said minmatar are balanced with a tendency towards shield tanking but can armor tank just fine too albeit not as much as a true armor tanker (Gallente/Amarr)
I do have a armor fitted ADV min assault that has 250 shields and 407hp
and a PRO min assault with 323 shields and 517 armor.
Of course i use my lows for armor plates with a complex rep for the regen
and the highs are stacked damage mods.
Armor stacking is really nice when you find yourself on the front-line when nobody lets you run away enough to start the regen process of shields.
