The only reasons I can think of for CCPs silence is that either legion is going nowhere, or the project is undergoing a big change of some sort, or keeping things quiet lets them retain some sort of competitive advantage.

My tinfoil hat is of the opinion that CCP has looked at the complete science fiction simulation that star citizen promises to be and have decided Legion is going to be incorporated into the EVE client.

Oh and remember that those "top men" just put the ark in a warehouse, never to be seen again.
