Okay, so when I see someone on my squad scan the enemy team, I have been running into the problem of seeing an arrow. Of course I run to it to kill the person, but when I get there, it's just the arrow and no enemy, then it suddenly jumps to their new location a good distance away.

i have this happen trying to reach my squad after a spawn, and when i get close (60 meters) their chevron warps to a new spot. repeatedly

There are several factors here. First your connection to the server and then the arrow's (or whoever) connection to the server. If either of you have a poor connection then your client will see an indicator (the arrow I guess) after the server says, "X is there". Then they might lag, have a poor connection or some such. But! On their client they keep moving. When the server and their client catch up again the correct location is updated.
Then, you will get updated. That might be when you get to where you thought they were only to find them gone.
Basically you are watching less than perfect (or ideal) connections between the clients in the game and the server. Remember that everybody has to agree on where they are. And the server gets the final vote. Which is why you can get killed after backing around a corner. You got shot, backed up but the bullets were either on the way or had hit you but your client didn't realize it yet.
Welcome to internet gaming where the devil is named Lag. The slower the network the worse these types of problems are. And the closer all the clients and server are the better. LAN parties were the best.
Nobody at CCP cares because we ain't Legionnaires.

well, the thing is, it doesnt happen with the actual person. their character obviously isnt lagging on my screen, it's just the location of the scans, the body of the person does not teleport but the marker does D: Basically, if the server can identify the "physical" location, as i can clearly see their body , but the marker for the scans seems to have latency.

Sorry, I thought you were talking about characters you couldn't see and thus only saw the arrow. When arriving at the arrow they were gone.
If it is considered a but it is most likely not a bug that will be fixed, one might suspect.
