Currently their is not much use for them on tanks. This is because: A. 2 80 GJ Particle cannons > 1 80 GJ Particle Cannon + 1 20 GJ Particle Cannon B. They are difficult to fit C. Are inferior to say a Python
AV is very potent at the moment which makes gunners less practical as you have to gimp your fit becoming weaker and your gunner can't scratch a tower FG any way. 2 Tanks focusing fire will always kill the tank so why not just bring another tank, and the far more agile Pythons with the ability to kill pesky tower FG's are far more deadly.
My proposal: Make 2 people in 1 tank competitive with 2 people in 2 different tanks Make them easier to fit.
Give the skill HAV Upgrades (or whatever it's called) Passives such as 3-5% reduction to PG/CPU of small turrets, 3% increase in damage and/or RoF of small turrets.
Allow the vehicle operator to choose whether he wants the turret top or bottom currently it defaults bottom if their is only one turret.

I see what you wrote and I can't disagree with you but I believe that their opinion was that if players were and are serious about CPU / PG reductions then they would invest the skill points necessary but I have done that and I have my vehicle core almost maxed , turrets to the fitting reductions and I still can't fit a HAV in a decent manner .
They require turrets to be fitted but they leave a HAV in a far weaker situation then one would have it if they solo tanked .
They really need to look at the whole make up of vehicles again , give them a role and stick to that blueprint and if the community doesn't like it then that's just tough .
I understand that you can't fit turrets and have the defensive abilities to run rampant over the field but the situation with anti-vehicle use now is so much better then it was when few players fielded these countermeasures .
It's just not worth it to place turrets on a HAV in most instances ... I for one can hop out of my HAV and swarm and forge without having to worry about someone driving off from being seated in a turret on my HAV , I can fit it with defensive methods that will increase my survivability or a mixture of offense and defense while carrying an extra form of defense on my person .
Most players that use turrets waste ammo shooting at any and everything that's not the enemy and then when an enemy HAV comes around and your using the turrets for defense and offense ... and they bail on you because they spent the ammo shooting at nothing or because your taking damage , that your fitting turrets half the time for nothing because you end up running your HAV solo anyway and now you have gimped yourself trying to be a " team player " .
I just think that vehicles are in a bad place from the hostility of the community and their dislike , that you CCP ... can't get a good gage of what you need to do , what you have to work with and what could be done to balance out the issues .
Anything that's said by vehicle users unless their drop ship pilots are mostly frowned upon , so these issues will probably be around even after the drop of legion because you just can't get the vehicle users and the community to work together for the betterment of balancing vehicles and creating a proper role for them in game .
It's just sad to see what vehicle users went threw for 1.7 , only to have these issues to still have a negative impact on the game as a whole and leave players who have invested with not much to show for that investment because the community will always come to arms in an attempt to change whatever work is done , to me anti vehicle weapons in comparison to vehicle use ... is better now then at any point that I have played and that's only been a year but it's far better then it was before and I would hate to see constant changes to screw up the work that has been made to bring these two methods so close to being balanced .
Delta should come with a SP or infantry SP refund so that a campaign for one is not needed .

i personally ran the numbers if you were to max small turret fittings (which is like maxxing a small turret) and it does not at all give you that much of a reduction. So something definetly needs to be done.

I by no means intended to come across that way, my intention was to provide another bonus to fitting to help smalls become more easily fit. By making them more easy to fit and more powerful on tanks it will hopefully mean you won't have to gimp your fit and the small price of fitting you do pay will be worth it. The only reason I came up with this thread is because CCP keeps stressing using small turrets and currently it isn't feasible I just want to make it at least a little more practical.

Nothing in this game that a
