I was wondering if the CPM can look into this and see if you can bring this up with CCP the next time you have a meeting with them.
Before I get started, here is a link to read through for those here who are not familiar with Eve Online's PLEX System.
Pilot Licence Extension (PLEX)
As you can see in the link provided, PLEX offers a lot of things in Eve Online that ISK doesn't directly offer. You can train two characters at once on the same account, Redeem for AURUM, Re-sculpt your character's face and body, and add game time.
Of course it is within my understanding that this will likely require connecting with Eve Online's secondary market which means this probably will take time to implement as Legion first needs to establish itself as being able to stand on its own. Therefore this is a two-part topic. The first part is what PLEX could offer to Legion and the second part is how to implement it at least for the short term while taking into consideration any impact it might have with the Eve economy.
Part 1 - Suggested PLEX Offers in Legion
1. Body/Face Re-sculpting. 2. Redeem for AURUM. 3. Sell to Another Player for ISK on Secondary Market.
I ruled out offering multi-character training on the same account because of the expected free-to-play nature of Legion and many players on the PC will just create a new account as a work around anyways. Redeeming for AUR is a very powerful feature to me because it allows players to gain AUR with ISK using PLEX as the medium and many players in Dust are willing to spend AUR on many things like vanity items, one-level-early items like you see in Dust, etc. If Legionaries can get access to PLEX, this can go a long way in helping CCP because it provides an alternative payment option for players and benefits CCP. Everyone wins. And the best part about PLEX is that ISK is never created nor lost during the transaction. ISK is only transferred between two players and PLEX can only be injected into the market by paying cash to CCP for that PLEX and then that PLEX can be traded for ISK with another player, redeemed for AUR, or redeemed for body re-sculpting.
Part 2 - Implementation - Short Team
This is probably going to be tricky. I would like to say that I will leave it up to CCP to figure it out or perhaps see what ideas the members of our elected CPM can provide in this regard. But for the sake of not looking lazy, I will at least put some effort into throwing in my own idea. Don't flame me if you don't like it and I'm just pulling an idea out of my ass here.
Instead of directly connecting with the Eve economy to access PLEX, Legionaries need to first inject PLEX into the Legion market by directing paying cash to CCP just like how an Eve player injects PLEX into Eve. However, PLEX that enter Legion should not be transferable to Eve accounts for the time being until the markets of both games are equalized. Once the PLEX enters Legion, the Legionary should then have several options offered such as what I listed earlier in part 1.
This way, PLEX in Legion will not affect PLEX in Eve and vise versa since the value of PLEX in Legion will be vastly different from the value of PLEX in Eve.

Monietization of legion is something that is not yet clear right now and while PLEX is established in Eve as a way for a pilot to earn enough ingame money to fund their subscription, Legion as far as we know, will remain free to play. Once we know more about how Legion is to fund itself, then a debate like this will an interesting one to have. But now, it's all speculation.
