AFAIK, FW matches only start spawning once people in eve start doing fw complexes, and they're generated so that they spawn more often wherever people *are* doing facwar stuff...
So, in short. Blame Eve... or batphone some pilots to start running plexes and then swap over to OBing

Do we know what the plexing threshold is in relation to spawning fw dust matches?
How many ships?
How many plexes?
How much total strength of plexes that needs to be under attack?(Large,medium,small,novice)

As for the booster scenario, they put them in the racial aur packs. I got the caldari one as I use 100% of the items and I play a lot of cal fw. With the 3x LP and a level up in my standing imminent, it was a purchase I was more than happy with.
However, some players may be displeased with the amount of gametime available for their boosters.
So if we can get a clearer picture of eve/dust fw mechanics that would be nice. Allow more player manipulations.
