1) Many have come to the agreement that the SCR is overpowered, especially on the Amarr assault, but before doing anything too drastic, consider that the Gallente and Caldari assaults don't have similarly effective bonuses for enhancing their race's weapons. I would recommend giving the Gallente and Caldari assaults better bonuses (maybe bonus range of hybrid-blasters for GA, and spool + kick reduction of hybrid-rail for CA) before a straight nerf to the SCR.
2) The heat buildup mechanic should be per shot fired, not per time fired. The speed of your trigger finger or a modded controller should not allow you to fire more shots in quick succession than normal. This is for both balance and consistency.
3) Whatever you do, do NOT nerf the rate of fire. The stat does seem high, and much higher than humanly possible, but nerfing ROF can lead to oversampling (not all your button presses resulting in shots because it exceeds weapon ROF limit). Many weapons in Dust have ROFs that when converted from rounds per minute to rounds per second seems like it would allow you to fire as fast as you can because your button presses don't exceed the ROF cap, but upon actually testing, its pretty clear that oversampling happens. An example is the SCP: its ROF in rounds per seconds is over 4, but oversampling certainly happens when I use it, and doesn't feel like I can really fire 4 shots in one second with it. If you touch ROF, be careful. The ability to fire as fast as your fingers allow is one of the things I love about the weapon, so don't break that part.

I will make a small refutation to point number 2. ROF allows modded controllers to deal insane amounts of damage well beyond what any human can achieve. Therefore, I would have an ROF nerf not to go below 500rpm, as that is slightly above the upper limit of what a human could feasibly achieve.
To compare, set a metronome (google to find a free one) to 250 beats per minute and add in eigth notes. that speed is 500rpm. This is nigh impossible to achieve manually, which means those people not abusing the scrambler can continue on as normal.

When you are changing the ROF of the ScR, keep in mind that "Not everyone uses a Modded Controller".... So people who specced into an Amar Assault and ScR to utilize the weapon to it's max shouldn't get punished... I use my Amarr assault for my ScR only... So please, don't waste my hard earned SP... |

Average shooter will pull 350-400 RPM.
Well within the safety zone for oversampling. Id keep it at 520. Just in case we find the one guy who has fingers so fast every girl in town has 'em on speed dial. |

If ROF is nerfed, I would recommend it gets changed to 600 RPM to be safe.

1) Totally in agreement on bonuses to Gal/Cal Assault. The AR's damage is being increased in Delta I think, which will translate to a bit more damage at range, and if it starts beasting in CQC as a result we might rethink, but yeah a range bonus and no kick bonus would be ideal. It of course would need to be less than 5% per level since +25% range would be OP. Maybe 3% per level, depending on Delta changes. Cal Assault needs that kick bonus too. Reload doesn't cut it.
The changes to ScR should go ahead though because it's very OP even without the heat bonus. But I agree that its rate of fire shouldn't be capped. That would take away a lot of the unique flavor that it adds to the game. I think a better solution would be to increase heat build up per shot a fair amount, while speeding up cooldown time to a lesser extent. The idea is to reduce dramatically the number of shots that can be spammed onto a target in one second but also reduce the time before you can start rapid firing again. The right combination of the two would limit the button mashing dominance of the scrambler rifle while leaving its unique mechanics the same. And Amarr assault could button mash a little longer, making their bonus even more valuable (and Gal/Cal current bonus even more chopped liver in comparison).
And yes it should be heat build up per shot, so that you can't cheat the heat by button mashing faster, and so that heat build up can be managed to an exact degree to only allow so many shots before cooldown.
A capped ROF breach ScR with less heat build up would be a nice alternative. I'm thinking 500 RPM. 600 is a little too close to the AScR, and 500 is faster than the RR. |
