I like to use shield extender in the high, kin cat and reactive plates in the low. If you're worried about scans, replace with damps, but that shouldn't be a problem in open areas, just CQB. Cloak and hive (probably compact) for equipment. Weapons to taste. |

Take this with a grain of salt, as I am an experienced Non Gal scout, but am aware enough of Gal scout strengths to help. Maybe.
First and foremost, you will want to dampen. At least 2 Complex Damps.
If you want to be using your longer range fine rifles, I would also suggest a Range amp, maybe two. That might be something you have to play around with.
Shields would be good in the highs, and maybe a precision mod to catch undampened scouts trying to sneak up on you.
You can always tell a Millford Minja

People are probably picking you up on tacnet while you are trying to sneak up on them, or they are just picking you up as you pass by and aren't aware they are around.
Second should be precision. This will pick up undampened scouts like yourself, and force people to have to sacrifice tank to hide from you should you fit any precision mods.
Third should be range. Then you can make some fits that can pick up mediums, heavies, and undampened scouts at range if you are trying to avoid CQC. If you add on precision mods, you will even pick up some dampened scouts.
To give you an example having 2 Complex Damps you will beat all scout passive scans. The only thing that can scan you is a Gal Logi with a Focused Active Scanner, which will tell you that you have been scanned. If you are only running in pub matches, you will rarely have this problem.
Everything else will allow you the flexibility to do what you want to do without reds knowing where you are.
Lastly, since you have such low dampening, be aware that even while cloaked you will show a red chevron over your head when running across other scouts who have their precision skilled up.
Hopefully I didn't ramble too much on that one.

Getting your dampening to lvl 5 should be your top priority. It will prevent you from showing up on tacnet.
The precision and range are nice to have, and maybe close to necessary when playing against stiff competition, but dampening is a necessity for all scouts.
You will be much more successful.
