D-Scan's nice, Local's better IMO... and knowing the space you're in helps as well... like going through Altar, Meidolf and that area without a scout to check for a Cap Punishment gate camp or going down to Oddelulf or Bosnea and not expecting a Frig-Cruiser coming from the folks in 7-2, or seeing that Audeser is one of the best systems to have a district in for those with light PC forces. The thing is - is low-sec is a land of Solo PvP sure there's small gangs but most of what drops onto the beacon are solo frigates which a dessie could take out but as most OB pilots are either new to EVE from DUST or low SP alts those stabs make it so a player experiences fewer losses and those that they do experience are not extremely damaging.

Maybe I don't know my Molden Heath systems, but I'm pretty sure this happened in FW.

Running stabs pretty much ensures you will lose every fight you are in. Since all you need to do to drop obs is change ammo, you can run an actual combat fit and do just fine. People act like it takes special skills to survive in low sec, when it really doesn't. D-scan, local, and Dotlan will do most of the heavy lifting. All you have to do is pay attention. Also, calling low sec the land of PvP suggests you haven't really spent time there, or you just get popped by any old scrub roaming by himself. All of eve lives on blob warfare, or boosted "lolsolo" pvp. That and hot drops of course. Mr. Hybrid Vayu.
