I am a career heavy looking to dip my fat toe into the scout world, and want some feedback on this fit.

It's actually a pretty balanced fit, though I really can't see why you wouldn't at least go to an advanced suit... well, outside of SP costs. If you can manage it though, try to get at least a complex precision enhancer on the thing. A single dampener won't do much for hiding you against anyone with a bit of Ewar ability, so the precision enhancer would probably work better. Heck, you might even be better off putting a range amp to take advantage of that precision. Most people don't run dampeners, so being able to see them from further away might do you more good.
Nova Knives are best sidearm.

Im poor as f*ck T^T so the militia gives me hp with less cost, which is also the reason i'm using a STD fit. I have considered using a range amp but I'm too used to using a lot of HP hence the plate.

I just meant ditch that militia plate lol There's no point in having a militia over a basic and you should be able to use the extra points to get a better piece of gear on somewhere else. There's nothing wrong with having a little HP in a scout suit, but there's no need in cutting down on your already low resources by using militia. It should give you enough points to grab a complex precision enhancer too, or a dampener.

Ah, makes sense. Toss out the dampener perhaps if you've got lv5 in amps then? An advanced dampener will do a bit for you, but you'd probably be better off taking advantage of your suit's strengths and giving yourself a bit more range for that scanning ability.

I don't know that there is any utility in having Enhanced Damps.
In order to beat scout scans, you must run 2 Complex Damps, and a proto cloak, to beat Gal Logi Focused, you will need 3 Complex with the Proto.
That being said, if you have your Dampening maxed, it doesn't hurt to have an undampened suit. Because if you are going to be scanned anyways, you might as well have other strengths. For example, you could extend your range, or you could throw on a reactive plate.
One thing you could consider, is throwing on a Kincat, a regular plate, and a std armor repairer. I don't know how effective this will be with limited HP, but given the Amarr strengths, this could help. And the kincat would be to minimize the damage done by the plates. Though if you have been a heavy all this time, you may not have that skilled up, and it is not a high priority.
I would also recommend considering a std RE instead of a nanohive. Scouts don't, as a rule live long lives. And considering you have to drastically change your style of play, you are going to die a lot more at the beginning, and may not even run out of ammo.
Lastly, I would also suggest using a Complex Precision mod instead of enhanced. With regards to EWAR mods, its complex or nothing.
Not having played around with Amarr, I don't know the fitting capacity, so take these recommendations with a grain of salt.
TL;DR For invisibility, you will need at least 2 Complex Damps and a proto cloak, until you start seeing the SCANNED message, then add a 3rd Complex Damp. Complex EWAR or nothing is best. If able, consider some kincats and REs

If you're running a scrambler rifle you really don't need the nanohive, unless you're running it for the Armour repair, if which case WATCH OUT you may be invisible but your nanohive won't be and it's not like you can strafe easily when you're repairing since the AOE is tiny.
Scrambler Rifle and Scrambler pistol is not a good combo, SMG is a better choice given its armour damage profile, you'll want to lead with some charge shots before finishing them off with the SMG and disappearing into the shadows
Also swap out the Armour plate for a ferroscale or reactive |

there are four types of fits you can run as a scout.
*ehp scout- stack as much hp as you can with a weapon that is reliable in sustained fights(rr,cr,scr)
*ewar scout-stack dampeners/precision,you are essentially a glass cannon so preferred weapons are shotgun,knives,remotes (recommended to have smg or magsec as sidearm for shotgun)
*speed scout- stack kincats, these type of fits are mainly for pc(getting to city dropping links and getting the hack first) you literally have no survivability to this fit so ishokone knives is recommended
*hybrid scout- this fit is tailored to your playstyle and is comprised for all situations( recommended fit for a amarr scout is 2 ferroscale, 1 kincat, 1 dampener, 2 precision)
learn the names of the scout community so you know which type of fit is needed for the battle, if unsure ewar
