LOL. You have to use proto to be able to fit two precision mods. This mean any scout with one dampener> STD-ADV Amarr scout. This also means that gallante and caldari scout with one dampener>Amarr scout.

He doesn't seem to get that amarr scouts have to have a downside for being the beefiest of tissue paper stealth murder batsuits.
Undetectability's never really been an amarr thing.
The ability to pack enough armor to make an assault cry? Yup.
Ferroscale Armor was practically made for amarr scouts. |

The QQ is that he wants to see (precision) to go along with being undetected (low slots dampening), which makes me lol at him.

Unlike caldari, you don't need to sacrifice all your eHP for your precision.
Amarr scouts can have eHP AND precision.

Lest have a look here.
Caldari range bonus is bugged. It is 3% per lvl or maybe even 0. People already tested it.
Gal scout (without precision mod) can scan medium with dampener. Caldari/matar cant.
Gal/matar are best scouts right now.

I like having different mixes of bonuses on scouts. Long term it gives me more options to play.
However as a Minimatar I feel very jealous that I do not have eWar bonuses. However dampening really doesn't help when hacking ... precision and range do sometimes. I've at CQC knifed, shotgunned and SMGed cloaked scouts hacking a point... It's really not hard to guess where you are.
Looking forward to skilling up all me eWar skills and scout suits of all races.
