This would solve the underlying problems of those suits with lots of slots and low starting hit points stacking modules. That said, I'm not sure that this issue, in particular, is really that large of one that it leads to imbalance and warrants a change.

Your troll post has failed. As for my old bonuses back, i meant that the Gallente Scouts' dampning should be more than the competition's. In other words, either lower Caldari dampning to 1% or increase ours to 5%. I don't think it's fair that our primary bonus is the exact same as a secondary bonus.
