I am skilled up to enhanced. Is 2% more damage of complex over enhanced worth the half mil SP and 2k more isk per fitting?

Depends on what you use. For sniping or alpha weapons, it's pretty much worth it, esp if you run an armor based suit and don't have much to put in your highs. Otherwise not necessarily.
Now that I think about it, sidearm damage mods got a particularly nice buff in chariie, right? So if you use knives or something that relies on having a good sidearm to back it up, like AV, MD, LR, then it is probably also worth it.

They are if you use a sniper, scrambler rifle, rail rifle, breach scrambler pistol, ion pistol (maybe...idk), and bolt pistol.

Since CCP switched the slot layout of the Amarr and Gallente sentinels I decided it was in my best interest skill into damage mods. I also only have level three handheld upgrades so I use the loyalty point complex mods and I do not notice a difference on the HMG. Complex heavy damage mods are 5% so this could be why. I also tried complex light damage mods on my assault and and commando (both Gallente). On the commando I again did not notice to much of a difference but on the assault I stacked three damage mods and I noticed a huge difference. I'm still experimenting with fits but I've come to the conclusion that in order for my assault gk.0 to be viable (with an assault rifle) it has to have damage mods. |

Here's the way I look at it. If you want to use two damage mods, two complex is much better than two enhanced.
Back when it was 3, 5, and 10%, of course skilling to complex damage mods was ideal. Same thing with shield extenders when they were 22, 33, 66.
But now that the jump from std to adv is the same from adv to proto, staying at enhanced is fine. Until you have all of your primary modules to level 3, THEN you should consider bumping up your favorite ones to level 5

mostly with armor based suits damage mods will shine used with a high damageing weapon. my amarr assault with complex damage mods will drop anything like a bag of hammers. my gallente heavy with 2 damage mods and a 6kin burst makes enemies do backflips. and forgeguning and sniping.

If you are sneaky, can stay hidden on maps and can read battles well ide go damage mods.
If yoy can dance and aim well in cqc ide go damage mods.
If you are still learning these things go sheilds.
And yes...complex is always better.
You cant find a weapon in DESTINY that looks cooler than the viziam or a suit that look better than the basic gal proto.
