One of the biggest issues with passive scans is the "hit/miss" nature of them. You either see him forever out t your scan radius, or you don't. This makes balance problematic, because a small adjustment either way quickly makes things OP/UP. So why not introduce a dynamic system. I'll bet dimes to dollars this would take a client side update, so if/when we finally get one, this could be thrown in, or simply CCP can hold onto the idea for Legion.
We would revamp how suits are scanned based on profile/precision. I'll be using simple numbers to make the point better illustrated. The basic concept is as a suit gets farther out, it is harder to find, and thus it's easier to avoid detection. Conversely, the closer you get to someone, the easier it is for them to detect you.
Let's imagine you are standing still, and there are different "sections" of your scan radius. there would be a scan area from 0-10m, then another section from 10-20m, then another section from 20-30m, on and on and on progressively farther out in 10 meter increments. It would look something like this:
0...............10m...............20m.............30m...............etc. []_________|__________|__________|__________|
This would continue on and on forever. Now, lets say your suit has a precision of 25dB. Anyone within 10m of you with a profile higher than 25 would be detected. Now, here is the part that makes it dynamic. as you go farther and farther out, your lose more and more precision (ie: your precision in dB goes up) until you can no longer scan any suit whatsoever. You're precision would look something like this. Keep in mind these increments are the same as the above illustration. In the illustration below, you lose 20% of your base precision at each interval (25/5 = 5dB lost at each section)

So as you get farther and farther away, you get less and less precision. Now here is where precision and range amps come into play. Precision enhancers would obviously enhance precision, but range amps would increase the size of each section. so the base scan range would look like this:
0...............10m..............20m..............30m...............etc. []_________|__________|__________|__________|
But with a 50% range amp (through skills/modules both) the sections would become thus:
0.........................15m........................30m........................45m.........................etc. []______________|_______________|_______________|_______________|
Meaning you could detect suits from farther away because the section of your scans they cannot beat with their profile are farther out.
This adds a more dynamic system of scanning. It's no longer a simple hit/miss, it's determined by how close you are to your target, meaning that you can remain undetected as long as you keep your distance. So now, scout suits cannot simply run about willy nilly, they have to choose their engagements much more wisely, because if they get too close at the wrong moment, they could be found.
