Basically its a left over from copying the code from the eve forums where eve players can set positive or negitive standings to players, corps or alliances in game which are then reflected on the forums, basically a way of seeing who you like or dislike. however in dust there is no way to set individual standings. Not entirely random. If you happen to have that player in your contacts list, the sign will appear. Although sometimes it doesn't for some reason. It's some kind of bug the server has with the contacts; you can see it when you set the leader board to show only contacts and then switch through how it sorts them (kills, kdr, W/L). You'll get people that aren't on your contact list mixed in with some that are and sometimes the people actually on your contacts won't even be listed.
