well active scanners for gallente are probably a throw back from gallente having Sensor dampeners in EVE..

now nanite injectors i believe are caldari cause their logi are primarly for shield tank/skirmish which excell at hives and armor repair hives and no bonus to reptools as they are not brawlers/CQB so they have the injector to pick up their bros off the ground at 80-100% armor hp(the good FW LP ones) so they can duck into cover till their shields are full again... makes sense to me

where as reptools are minmatar due to logi bonus and dual tanking/speed tanking so the battle is always on the move instead of being an entrenched skirmish

The cal logi description clearly states it's a medical dropsuit.
