I've been putting some thought into this, and I think I've fleshed it out enough to share what I have currently. While I haven't came up with ideas for all dropsuits, I have pretty good ones (in my opinion at least) for scouts and Logistics and Logi equipment.
Lets Start with scouts:
In general, all t2 scouts lose the fitting bonus to the Cloak Field.
For specific races
Gallente: Currently, the Gallente scout is the least detectable suit, but others are lit up like a Christmas tree in comparison. I believe the tech 2 variant should have a function where it (lore wise) emits an ECM signal that distorts the profile of all friendly suits within a certain radius. In gameplay, it would hide all intel markers from hostiles and distort the mini map on the hud with a pulsating shrowd/static on the map or send hostile units false data by showing bogus intel markers. The higher the skill level, the further out the "sphere of influence". The difference between the tech 1 scout and tech 2 scout would be by comparing them to two U.S. military aircraft; the F-22 Raptor and the E/A-18 G Growler. On an unrelated note, I'd like to see the Black Eagle scout suit become a LP item, with a high standings requirement. (this could be altered when Theresa player market in place)
Caldari: The Calscout is highly controversial in its ability to passively scan a lot of people over a large distance, and share intel. this problem is easily fixed by making the t1 scout only have personal passive scan, while, its t2 counterpart will have shared passives. To offset this, the t2 variant will have less eHP and possibly less slots so as not to make it superior to the t1 variant.
Amarr: This proposed idea was created before hot-fix Charlie, so it makes more sense with the old AmScout bonus. t1 was supposed to be stamina bonus but is now scans. The t2 variant acts like the Amarr logi in that it gives near by units a stamina boost similar to how the logi gives a constant capacitor regen stream. This is great for running with a squad of sentinels or plated up medium frames that have to cover a lot of ground but are in locations that don't warrant calling vehicles. To offset this, the t2 amscout is pretty much a light frame but slower.
Minmatar: The t2 bonus would be a speed bonus to nearby allies. The kicker, is that the area of effect is smallish, so it puts the wearer in increased danger, especially being that the Minmatar light frame has low eHP

I'm not a programmer, but it sounds like it would be hard to code (and potentially laggy?) "squad bonuses" within X meters. This could be why squad intel is either 'on' or 'off'. |

While I agree on the part of modules, the part about suits doesn't necessarily make sense because suits like the CalScout and the GalLogi already behave this way. plus it would be a specialized suit. it wont get the bonuses of their t1 variants, which I probably didn't emphasize enough. its like the destroyer classes Catalyst and Eris; fundamentally the same hull but get different bonuses and perform different roles

cant imagine it would be anymore laggy/difficult than it already is or isn't. a lot of my propositions are already in the game, I just want to separate them like the CalScout, and the t2 Galscout idea does the same thing but in reverse.

The Basic Light, Medium, and Heavy frames would be considered T1.

If you want Links specialised modules and suits are needed for it. look at eve.. you can run links on non command ships but they are more effective on Tech3s but more so on the proprly bonused Commandships
drake->tengu->vulture i think t2 suits should be like (example min logi) dropsuit command 5 *minmatar medium suit 5 *minmatar logi 5 dropsuit upgrade 5 core upgrade 5 DS electronics 5 DS engineering 5.
*the only skills which wouldnt be transferable.. ie.. insted of log 5 it coudl be assault 5.. or even caldari light 5->cal scout 5.. and the other skills stay the same requirment at 5.
