I'm sure we all know the general playstyles, by which I mean Caldari = long range combat. Gal = short ranged ect.
And overall I feel it works quite well. The Gals can either tank their suits or fit Kins to close the gap and give their enemies hell. The Amarr have a high natural tank and can generally stand proud over a point taking a variety of damage whilst raining laser death to all who approach
What I have never understood was the decision to give the fastest shield regen to the Caldari. If they're the long ranged combatants then aren't they operating outside their enemies optimal range? therefore receiving the least damage when in their ideal theatre of war?
Whereas the Minmatar are the hit and runners. They're the run in, do damage, run out, then attack again while they're still recovering. If that is the case then why do they not have the shortest shield delay? Ok now with Charlie I can fit a regulator or two to compensate but isn't this an inherent flaw to their design?
Perhaps have one with fastest recharge delay and the other the faster depleted delay? Ok I don't run Caldari so I don't know what its like first hand. But I also know shield mods are far superior to armour in terms of HP. So instead of comparable HP stats to the Gals wouldn't it warrant a shield HP buff?
LT;DR Should the race that operates outside their enemies optimal have a shorter depleted shield delay than the weaker / faster race designed for hit and run? Perhaps with a compensation of a little extra HP for the Cals?

Cal wouldnt need it if they were long range. Minis weapons and speed force them to play upclose so a, greater emphasis on Regen should be the thing that makes up for lower, overall ehp.. As it stands both their ehp and regen are below that of the Caldari.

Caldari are about high shields and short delays, but low regen. Minmatar are about high damage, high speed, high regen, butlong delays and low health.
