This is just a revamp from the old spreadsheet, since there have been recent changes to Scout EWAR after Hotfix Charlie.

Hotfix Charlie EWAR
Amarr (Gold Digger) The Lowest Precision of all dropsuits and enough low slots for Dampening modules letting you be a ghost.
Caldari (Trashdari) - Long Radius Scan might sound awesome but it is terrible because you will loose Dampening Power making you an easy target and you also need to use Precision modules. It hurts to be a ghost with this guy.
Gallente (Ghost) - It lacks the precision from Amarr but it makes it up by only needing 2 Dampening Modules to be a ghost
Minmatar (Ninja) If you love going behind enemy lines hacking and stabbing this is your best bet.
Gallente Logistics (Active Scan) : 15 db

Looking at that you could be a ghost on a cheap Gallente suit and have room for KinCats making you a much better knifer.
Looks like Ganjas > Minjas
Quieter, faster, cheaper and probably more durable.

True yet probably not required for any heavy other then an Amarr.
Also speed and/or stealth allow you to actually get to the targets and pick out flanking mediums and scouts.
An assault medium is very difficult to catch up to when they are sprinting and you are charging (but not sprinting).
If heavies weren't the FOTM minjas would only be best for an edge case scenario.
