With the 3H/5L layout can you now effectively fit an armor repair tank?
I am defining an armor repair tank as only fitting armor repair modules and maybe 1 - 2 reactive plates.

5 armour repairers is a definite no. I would call 4 stupid. 3 is doable.
You need the buffer, really. It's certainly possible to tank them with a high repair rate but I wouldn't use a full armour repairer setup.
You have long since made your choice. What you make now is a mistake.

Do you think that increasing the innate armor repair rate on Gallente dropsuits would help with fitting a pure armor repair tank? Something like...
Currently:
- Light - 3HP/sec
- Medium - 2HP/sec
- Heavy - 1HP/sec
Proposed:
- Light - 4HP/sec
- Medium - 3HP/sec
- Heavy - 2HP/sec
Or do you think the issue is with armor repair modules themselves?

2 Plates and 3 reps gives you around 600 armor and almost 30hp/s.
I don't see why it wouldn't work... Pop in, Gank with damage mods, find cover and quickly rep.

Or do you think the issue is with armor repair modules themselves? I think the base repair is good on the light, I'd actually like to see all Gallente suits(besides the Logi) go to 3 per second.

2 Complex Plates and 3 Complex Rep
Try it. Then run 2x Damage mods and a Precision Enhancer (For people who try to hide).
You can still run a Duvolle and Ion Pistol on it.

As a shield tanker the idea of a Duvolle with two damage mods makes me wince.
3 PRO repairers + innate Gallente medium repair = 30.125HP/sec. Am I right? If so, that's just barely below a STD repair tool.

2 complex reppers and 3 complex reactive plates is the best ratio for a repper build, anything else is too little EHP to make use of your reps or not enough reps to make swapping to reactives instead of regular plates worthwhile

I don't think anyone would care.
Tanks with high rep fits are entirely doable. It's just not viable to do nothing but reps, because you need buffer. It's not a problem. The tanking ability is fine.
