It's not ethical. Firstly I would check that rookies stats to see if he has potential.
You will want one with moderate Will, but not to high since keeping those rookies until late game is a must for generating Psionics.
Expendable rookies come in the form of Low HP, medium will characters that won't break easily and hold the bait position and not shoot your dudes.
Still you don't want to waste funds of rookies too much. Keeping one back for baiting is good, especially because they can grow if they survive into powerful allies.
Early game I like to focus on skilling up 4 vets to their second tier skills, and equipping them with that Blue Combat Armour before you hit the Downed UFO/ Outsider. Ensure you have the Arc Projector and cap that Outsider first mission.
Follow up with laser Beam, and Rifle tech before Crysallids and Muton appear, and after that you have enough fire power to progress until you can learn plasma tech.

Drop you Supports down to 1. Ideally you should be able to use Smoke to protect you allies from dying to long range fire, especially dangerous from Floaters.
Drop your assault to 1 as well early game, their role is a common one that can easily be replaced.
Work on Developing a Sniper. THIS IS KEY. They will save your squad and quickly become you best killer. I essentially use the as damage prevention. A well skilled sniper positioned will cover most if not all of the main combat zone and be able to alpha threats off the field before they can harm your guys.
2 Heavies I feel is fair fire support in a large 6 man team, but in early game one will do.
I remember my Squad Composition Looking like
Sniper Heavy Support Assault Sniper Either Heavy or Assault
Since I preferred to develop my Assaults and Sniper early game they complimented one another incredibly well.

No I am advising that you hold of progressing the story missions as long as possible.
For example If I remember correctly you can have Combat Armour before the Down UFO mission with the outsider, and have Arc Casters.
But you can hold off on the Sectoid Commander Mission for quite a while. It's good if you do as completing a story mission as I remember it reduces world wide panic. Completing it at the right time not only allows you to develop more tech before hand for a strong story mission running basis, but also reduces the necessity to put down as many satellites early game.

Story mission = "Urgent message from council" or what follows shooting down UFOs or both? 'cause so far, it seems like I don't have a lot of choice in the matter regarding going on a mission or not. Like, say I don't have arc throwers yet when I shoot down first UFO (first appearance of Outsider). Can I shoot down UFO then not go on that mission, instead hit start scanning to progress days (and thus research)? Can I go on that mission at a later date, or is it just lost if I choose "ignore" to wait a few days for research to finish?
These are probably stupid questions, but I've only been at this for a few days :p

Okay to clarify.
I meant delay the assault on the capture the Sectoid/ Sectoid Commander as much as possible. As I remember it, its been a while, you are tasked with capturing a Standard Sectoid, if possible also attempt to capture any advanced aliens that reveal themselves like Outsiders and Floaters ( I thought you might be able to have Arc Throwers before you shoot down the first UFO but maybe I just captured an Outsider early game).
There are two kinds of council missions.
Story Missions which are usually preceeded by cutscenes and are directed at you.
Capture the Sectoid Commander Alien Base Etc
Missions for the council that ask you to undertake a mission for a reward are fine.
Basically I did this to start the game off as quickly as possible.
Alien Materials Carapace Armour Weapons Fragments Xeno Biology Arc Caster Beam Weapons
At this point I hadn't captured any aliens to begin the story plot line.

Hmmm I suppose.
It depends on how you want to play. Are you interested in being able to fit quickly and easily teams of soldiers, or have them rapidly advance to new technologies.
