only thing you can get with 150m isk is at most a lav bpo code. to get the templar set which is the most popular set of Bpos costs at least 250m isk because these sets are really rare nowdays there arent many left.
Viktor is 100% legit if you wanna work out something with him but yeah 1b isk sounds too much.

400mil is what i currently charge but OP sounds like a b*tch so i would only sell to him for 1bil.
