instead of most weapons getting generic damage buffs why not improve the function of weapons instead...
pistols
all pistol prof needs to add 1 shot to the magazine per level
rifles rifles need their current damage bonuses
heavy weapons
the hmg could use a dispersion bonus.... maybe (dare I say it) a rof buff per level (which will increase heat buildup)
the forge needs more ammo per clip per level....but not five extra shots or a reduction in the shaking it does while charging
swarms could add 1 missle launched per level(don't flame too hard im not a swarm user)
plasma cannon needs an increase of its blast radius per level....like .1 m per level
mass driver could use the same bonus as the plasma cannon
thoughts?

id rather the forgegun be untouched BUT give them a L1 zoom

Mass Driver Op is the same as your suggested proficiency, scrambler pistol op is the same as your suggested proficiency.
What's wrong with them as is? I don't think there's anything wrong with them right now.

While I want to say this would be best for sidearm proficiency as not to make them minor rifles, although I suppose that's in many ways what submachine guns are; Every weapon could benefit from getting away from the lazy crutch that is a direct damage increase. |

+1 missile launched per swarm proficiency is a very bad. Swarms in charlie will be firing 4 missiles, and proto do 1300 damage, a swarmer with proficiency level 5 would be doing over 2850 damage per volley and with a minmatar commando at level 5, that is well over 3300 damage (2 shot madruger)
TL;DR
+1 missiles per swarm proficiency is a 25% damage boost from no proficiency. At level 5 proficiency , that is a 125% damage buff.

ps the swarm was a bad idea but it needs something ....maybe increased lock on range or missle speed increase per level
