Even though damage modifiers are being buffed in Charlie shield extenders are still a better option than damage modifiers, this being a problem that dates back since 1.2.
When comparing two suits built equally, I am using two prototype Gallente Assaults using Duvolle AR's, one using a complex light damage modifier and another using a complex shield extender in place, the shield based on can survive longer and kill the damage based one faster.
The shield based suit has: 2x C.Shield.EXT 1x A.Shield.EXT 3x C.Reactive.PLATE 2x C.Armor.REP

The Damage based suit has: 1x C.Shield.EXT 1x A.Shield.EXT 1x C.Dam.MOD 3x C.Reactive.PLATE 2x C.Armor.REP
EHP:863.1
Without +/- damage modifiers the duvolle has an average DPS of 445.2 and 476.4 with one damage modifier, assuming both these players are equally matched in skill or just standing straight shooting each others faces off. The Shield based suit will survive 1.964 seconds when faced against our damage mod suit, while the damage modded suit will survive 1.939 seconds, in other words the shield based suit will survive 2% longer than the damage modded suit.
Now this small amount is slightly negligible and shouldn't provide much of a problem to gameplay specially since damage modifiers are a lower PG cost then shield extenders, so they at least provide a slightly viable alternative, although not a 100% efficient one. But the problem arises from this, a advanced shield extender is actually slightly more efficient than a damage modifier if you want to save PG, to me the most logical reason to opt to a damage modifier.
The Damage based suit has: 1x C.Shield.EXT 1x A.Shield.EXT 1x C.Dam.MOD 3x C.Reactive.PLATE 2x C.Armor.REP

Comparing the above two suits like we did again the damage modded suit will again survive for only 1.939 seconds, but the shield based suit will survive for 1.927, in other words the damage modded suit survives 0.62% longer than the shield based suit but the shield based suit has much better wiggle room for side arms and equipment, in fact my shield suit can have everything proto but its shields.
And just for the hell of it my damage modded suit will survive 3% longer vs my 3x enhanced shield extender modded suit.

Again...damage mods increase the effectiveness of the sneak attack, shield extenders increase effectiveness of countering the sneak attack.
Also, damage mods are reliant upon action while extenders don't rely on you to take action at all.
Damage mods work best with high alpha weapons like sniper rifles and forge guns as the enemy has less time to react to the damage being taken.
It's a matter or playstyle, not just which one is ultimately better.

AR is good to use on a Gallente Assault unless your skills with it are low then a Six kin is much better.

Slapped a complex sidearm modifier on my knifing fit for when charlie hits. 7% bonus is tasty. Like others have said, it's good for high alpha weapons. I basically need to kill everything in one swipe or I'm dead.
