From my perspective, the only problem heavies have are their bonus and drawbacks combined with huge HP count.
Heavies already have massive HP count compared to other suits, still they get the resistances over splash damage and certain kind of weapons. Also, it's the only class that can use both the forge gun and the Heavy Machine gun (which is a beast, actually)
The drawback? speed.
Now, what's the point in choosing any other class? It's both good for assaulting uplinks and defending them. There's no point in moving away from the uplink, considering that's simply the objective, and considering that objectives are almost always in a well repaired place, forcing anyone who wants to hack in close quarter fights.
Now, HMG are great in CQC, and combined with the heavies passive resistances and huge HP, you are almost unkillable by other classes except invisible shotgun/remotes scouts, which could actually be killed easily considering their low HP and map design.
Fracture Road skirmish point Bravo, Delta and Charlie: it's the perfect heavy habitat.
And I could go on. Almost any map have its most important uplinks in sheltered, cqc-forcing areas.
It is supposed to be rock, paper, scissor, what would you use to guard those points?
Scrambler rifle: is useful, but it only works against one enemy. Moreover if there's an heavy attacking, you just have to retreat / die because you will overheat before killing.
Rail rifle: is bad in cqc, and in case of heavy attacking utterly useless.
Combat rifle: may be good due to its high damage-high rof and due to its damage profile, but again, in case of heavies attacking there's nothing you can do.
Assault Rifle: may actually be a good choice, in case of heavies attacking, there's nothing you can do.
Plasma cannon: could be a good choice, it works great against heavies, but its reload time and bullet travel time/falloff makes it a good weapon against one enemy at time.
Laser Rifle: well, I don't think I have to explain why.
Mass driver: deals a huge amount of splash damage and can be great to negate certain zones; heavies have passive resistance against splash damage and also have a fair amount of shields.
Shotguns: the only weapon that actually works against heavies. Still it has a huge drawback, its range. You literally have to shot in ultra cqc in order to be effective.
Remotes: works fine defending objectives, but you must be able to place them.
HMG: the only other valid counter to an HMG Heavy is Another HMG Heavy.
