I don't see the problem with the added dampening, since it's being carefully balanced by Rattatai. That said I feel happy when I can take my Nova Knife assault fit and kill a Scout with it because he is more concerned about stacking eHP.
And I wouldn't mind putting and end to scouts having more eHP than my bricked assault, or almost as much as my mlt heavy, while still having the cloak AND vastly superior EWAR AND still havd a spare equipment slot.

The profile reduction bonus on cloaks has already been massivley nerfed. A cloak cannot dampen a scout by itself (10% reduction is minimal at proto). It has to be supplemented with dampeners. There is nothing OP about someone running around 'cloaked' with a red chevron above their head. Use your eyes, and pay attention when you play the damn game, instead of suggesting "sensible" fixes. And are you seriously suggesting that tanked scouts are still a serious issue? Yes Scouts running round with more in a single tank than I can in total eHP is a very serious issue, especially when they still have better Ewar stats (entirely passively), a cloak, a spare equipment, better speed, better regen and smaller hitbox.
It's a very serious ******* issue when a light suit can out tank and out Ewar me simultaneously. Now you can say "why not sacrifice one of those armour plates for dampener?" I would except formthe fact that gives the scout EVEN MORE eHP than me!HMGs popping me from 40-50 m is an issue right now in dust. What are you doing to die at that range? Standing Still?Weak-ass assault suits is an issue right now. Because everything else is overpowered by comparison, just buffing assaults is a bad solution. I can kill proto Caldari scouts with a militia scrambler pistol for f's sake. It's got a 450% headshot multiplier, you can kill heavies with the thing

A Cloak in PC merely allows you to cover an open field without getting movement position broadcasted by the enemy team.
Otherwise? Eyes are OP for cloakers. A Player with the understanding of enemy position flow and where they come from will be able to see and counter a cloaker before they can even pull out a weapon to defend themselves.
Cloaking is a cool feature and offered in one of the most balanced forms in Video games today.. Planetside 2 you can fire sniper rifles while cloaked.. Crysis.. Lol? DUST you have no weapon out.. you have a delay to even bring your weapon out to defend yourself. And you can actually bee seen pretty easy even stationary... No game that has cloaking as a feature offers that many disadvantages.
Scouts are strong because of the way CCP trains the average player to play their game. CCP trains players to look for "Red". Look for the "Red" chevron.. Look for the "Red" Dot, look for the "Red" crosshairs. As soon as enemies don't appear "Red" the average DUST player is confused on what to even do. You can sit with a fully dampened Caldari proto scout(Because it's dark color) in the middle of the enemy team and because you have no UI marking on you, they will think your a friendly.
Most games have clear faction separation, So it's clear which side is the Counter-terrorist and what side is the terrorist.. For example. DUST is completely based off UI.
Scanning and dampening and the whole radar thing is a cool concept? but that is ass far as my praise goes.. It has actively made the game worse in most cases except for the people who understand the system intimately. When everyone could see everyone on the Radar like in Chromosome, DUST 514 was a giant chess match where everyone could see the pieces.. Flanking took skill and planning.
You realise why it's called a cloak don't you? If you can see them, good for you others are not so fortunate to have such highly reactive sight.
In fact some peopls brains will block out cloaks without them even knowing. Watch this video: Do exactly as it says don't try cheating just to make a point.

Even cloaked scouts have to put up with cloaked scouts, and not all of us HP tank and carry shotguns. There are better solutions to real problems like Adipem suggested.

P.S One Eyed King - How did it feel to loose a NK duel to an Assault Suit? I meant to send you a GG mail on that. I never mind losing knife fights, regardless of suit. I just wish I lost fewer of them Edit: I don't mind the suggestions you made. They are rather minor compared to take out all dampening, or removing them from the game entirely. Those are the kinds of suggestions I think are reasonable. I just don't like blanket nerfs to deal indirectly with problems instead of identifying the biggest issue, and using a scalpel, not a chainsaw, to excise it.
Cloaks are a very difficult subject, on one hand they are cloaks and if they didn't do there job there would be no point in using them. However they can be abused, you should not be able to creep upon on someone while cloaked as close as melee range and then kill them before they can react.
We just need something to stop the abuse by the FOTM users and so forth.

Seems like your missing the point of your own link... 240mph is a completely different experience.. at 180mph lights start to blur at 200mph images start to blend... at 240mph lol... In a Video game where every frame is rendered perfect with no blur.... The comparison is what? Cloaks aren't supposed to be this big swollen bruised thumb sticking out that someone picking up the game for the first week will be able to spot with ease. It takes you actively trying to learn and better yourself in the task you are performing. Some people just don't want to learn or get better and come up with catch phrases to excuse their lack of forward progress. You seemed to have missed the big picture as I have to continue to explain to you Monkey. it is not the visual ques of a cloaker that should really alert you to their presence... By that time you have left it to long and are at a disadvantage. The entire way DUST has been operating with scanning and radar has made people complacent to even use their eyes and thought process: Where the Enemy position is.. where are their spawn points... Where are possible Uplinks.. Which is the best route to the next objective... Siutational awareness; the real meaning not the bullshit these forums make up about hiding behind a box. Shooters have always been about tracking the enemies movement, knowing where they come from and predicting where they are going. DUST hasn't needed any of those skills really until cloaks came. Now there is a general player base that doesn't understand the basics of Situational awareness in this title. This is how a cloak works in other games. And is an appropriate video link. DUST has an extremely mild neutral version.
I think you misunderstand my point! If a cloak wasn't difficult to spot there would be no logical reason to include a cloqk in the first place, I am simply explaining the science behind when people sit there saying "but cloaks are easy to see you just have to use your eyes".
If situational awareness was a real problem do you think people would be complaining that they can't see them? Any suit can take advantage of poor situational awareness with or without a cloak. Scouts suits used tomhave to rely on porr situational awareness from their enemy.
The proble with the cloak is simple, it should be assumed that the cloak can and will make you difficult to see, what you can do from this posistion is the problem. If it was simply down to poor situational awareness being capable of quick swapping to your weapon would not be necessary and can easily be taken. If it was simply poot situational awarenes there would be no reason for some for of debuff on decloak or some such.
But instead people like yourself bethy who complain because they can't chop strafe or abuse other mechanics like they used to, defend the clearly broken aspects of a broken equipment on an overpowered suit!
