EVE has both armor and shield remote reps as well as armor/shield repping drones.
These repping modules and drones can be used by any ship but only three logistics dhips and carriers get the bonuses that make them viable for fleet use.
Gun control is not about guns...it's about control.

Shield and Armor tanking are actually both incredibly viable in eve. You always take damage on your shields first, but they self-repair and it gets faster as they go down. They have a set amount of time in which they recharge in, it could be 3mins or it could be 3 hours to rep to full, but there are modules that reduce the amount of time it takes for them to rep, when you combine it with modules that increase more hp (so you're repping more over the same time) and resistance modules you can generate a pretty wicked passive tank. There's also shield buffer (which just focuses on max ehp), active shield tank (which focuses on shield booster rep amount to pulse inbetween cycles of damage).
Armor doesn't self repair, but it has a lot more hp, and people have to get through whatever shields you have first and it generally gets more hp / module, higher resist / module, and it is more capacitor efficient to repair.
There's also structure tanking... but no one does that because it's insane and risky, but it can buy you a tiny bit more time with a damage control module.
Remote and armor repairers exist, and they take capacitor from the ship using them and turn it into shield / armor repairs (shields repairing at start of cycle, armor repairing at end of cycle. with cycle times that range from around 4-10 seconds, armor tanking longer but repping more). These things can rip the capacitor right out of the ship using them unless they have proper bonuses, but then there's also capacitor transfer tools - which when fitted onto the right ships, can give a player say 100 capacitor, at the cost of 50 to the person using it... when transferred back and forth in a 'cap chain' you can generate functionally infinite energy (which is important because you will also be throwing energy to non-cap transferring allies)

Expert certification in hull tanking right here. same with shield and armor. The Hull tanking certification says this:
"This certificate represents an elite level of competence in the infamous practice of "hull tanking". It certifies that the holder can fully use all modules relating to hull tanking. The holder is aware that "real men hull tank", and also that hull tanking is really dumb. With this certificate, you've maximized your ability to rely on your structural systems to absorb damage, although hopefully you're smart enough to know what a daft idea that is"
I've only ever seen 1 or 2 people do it properly, but the damage control module II give you 60% resists across the board to hull tanking, plus shield and armor bonuses as well so a lot of people use them on their ships.

No, they're buffer tanking. Structure tanking would be equivalent to using your clone hp as a tank (clones have 10 hp).
