I doubt it could be changed, but it doesn't make any sence that some things belong to one race when they should belong to another. And this is my honest opinion, based in the race and it's bonuses.
Let me begin
Weapons
Nova knives- of all the races there are, and knives being cq weapons, why Why WHY why do the belong to the caldari??!! Caldari specialize in long range, TF why would a caldari get NEAR an enemy when he can simply kill him at a low risk. Knives fit better on gallente, being they have the shortest range in weapons, or possibly minmatar, min scouts are assassins after all.
Swarm launchers/rocket launchers- there explosives right, missles, bombs you know. What race owns explosives? Minmatar. What race should own these two explosives? MINMATAR !!!!!!!......... not caldari
Equipment.
Medical- Not completely sure about this one, but I have it known that rep tools are caldari. By the way, wasn't it the min that were enslaved by the Amarr. Using your own sence if knowledge, wouldn't it make sence that there was always a "slave" healing a heavy in battle, I mean, it can be argued, at least for caldari logis, which specialize in medical stuff which also leads to nanites. They also heal which make sence for it to be caldari or min. But how about gallente? They are the race that 1 get close,2 fight vouluntarily and want to live, replacing drones. They want to live, doesnt it make a little sence they should own the needle?

Swarms are caldari because caldari use missiles and railguns.
Rattati has spoken. CalScout hitbox is fine. You're gun game is broken.

No you have fallen into a misconception regarding damage types.
All races make use of Missile Tech, it being a very simple and reliable way to dropping a payload of ordinance on an enemy and the natural technological step in terms of modern and futuristic warfare.
Minmatar do not own explosives.....lets be honest here, no one owns and explosion and all racial groups are likely to have developed explosives in their collective racial histories.....the Amarr likely being the first since they advanced so quickly post EVE gate collapse.
In this case you are confusing who "owns explosives" with Minmatar weapons main damage type in EVE being explosive damage.
Lore wise Caldari, Minmatar, Khanid, etc make use of Missile technology as primary weapons systems. In this case the Swarm Launcher is designed to represent one of the core technologies of the Caldari, being Missiles, while projectile weapons like the CR.
I mean right now I had an Amarrian Khanid Vegeance ready to fly using Rockets or Light Missiles.

Actually I'm pretty sure that the gallente don't bother with missiles at all true - though they do make thermal damage missiles none of their ships actually ever have a bonus to missiles.

Repair tools belong to minmatar as they're repurposed starship repair tools - like most of their dropsuits being repurposed space-suits (aside from the scout, which is really just a high-tech bodyglove).
Nova knives are essentially honor weapons that date back to Raata military tradition. It was later updated to the current form as a 'weapon of last resort', the minmatar have purchased them rather expansively from the liberalist ishukone corporation as well as some varieties of submachine gun and other things.

i just said this in another thread but it applies here as well i guess.
there should be 4 repair tool types, 2 for armor and 2 for shield.
the armor ones go to gallente and amarr, and the other 2 for min and caldari.
give gallente a bonus to repair speed, or targets, give amarr raw hp ammount per cycle or range.
same for the other 2, then the other 2 bonuses go to the secondary equipment like the scanner or spawn beacon.
thats 4, and finally a larger role bonus for the logi and increase the requirements for equipment. thats 5 bonuses just like a logi cruiser.
Don't vote for iron wolf saber.
Vote for someone who will help the community i.e. anyone else.

We dont need to customise repair tools like this.
You could just have variations on ORE tech, same models, with standard variants of Focused, Flux, etc. it's just a generic tool that everyone is likely to use.
