Right now shield energizers and rechargers are practically the same thing. Energizers are better in almost every way because the penalty is barely anything for light/medium suits since it removes the percent of shields based on "base" shields and not total shields after using extenders.
So why not make rechargers increase shield recharge by a value rather than a percent? This way energizers "energize" shields because they enhance big values better than small values.
This way, you'd use rechargers on sentinels and gallente suits, and energizers on caldari and scout suits. It makes it easier to balance these modules if we know which suits will typically use them.
Values for the rechargers: Standard - 10 hp/s Enhanced - 15 hp/s Complex - 20 hps/s
This is about the same values as a caldari gets from energizers, just a bit less because rechargers cost less cpu and don't have a penalty.
fitting costs is up for debate.

i've heard they're useful on Caldari Sentinels, because you run out of CPU with too many energizers
You know the scary thing about em? They don't need power... lights, heat, nothing. That's their advantage.

Run 3 Energizers and an Extender on a CalScout. You get nearly all of your Shields back in the 1 second after your Shield Delay is over. "Here ya go, have 200ish Shield HP back. You're welcome." It's kinda crazy so I could get behind having a solid HP amount instead of a percentage on Rechargers while leaving the Energizers the same.

The problem is there is no reason to use them on a scout. They make no difference what so ever in shield recharge. I rep tank a few of my Gallente Scout fits but that is because it makes a noticeable dent in the time it takes me to restore my armor. Shield rep tank on a scout? Hell naw. It makes absolutely no difference in the time it takes to recharge, the difference is a snap of your fingers. It's practically why shield tanking is a scout epidemic.
That's the messed up thing about shield tanking. On a heavy it promotes recharge stacking and on a scout it promotes shield stacking.
Now if shields had a recharge penalty associated with them, that could bring out use in rechargers, but in a way would be nerfing shields.
Like people pointed out, if it gives a numerical value rather than %, it rewards use on armor tanking suits, particularly heavies. It would lessen the % gap difference between, say, a Gallente recharge and Caldari recharge. Gallente would, by ratio, approach Caldari recharge values.
Like I said earlier, shield rechargers only appeal to suits with large shield pools, and energizers are practically wasted space on scouts. Otherwise, why bother?
