I bought a bunch of sica tanks and cant use them but while my friend can? we can both use LAV but for HAV it says no somethign something

SICA Caldari HAVs Are Militia tanks, useable by anyone. If you can't use it, it may be because the fitting is incorrect

I get no fitting available, and I dont know what that means, custom vs frontline setup i still get it. |

How about you find out and post exactly what that "something something" is?
EDIT: Did it say this on the fitting screen, or when you tried to use it in game? I hate to say this, but if in game was it "vehicle Team Quota Has Been Reached?"

Check fittings, make sure no invalid fits
Green to go?
Play Domination and Skirmish modes for vehicles.

Try manually purchasing one from the Marketplace under 'Militia'.
