I know the proposed bonuses are that amarr get the precision and caldari get range BUT, how about we let caldari keep the precision and amarr get the range. Caldari scout is THE precision scout, so why take away their bonus. I'm lvl 5 amarr scout and 0 in caldari so I'm not fotm. I just think amarr would benefit more with range...as the slowest scout, shouldn't we see what's coming so we can act accordingly to the situation? I don't see the point of amarr getting precision if by the time we see them, we are already getting shot.

I actually like the new changes...caldari scouts remain a little too powerful in EWar because they get both Range AND precision. Giving hte Precision to Amarr is a good move considering the high assault capability Caldari scouts have.
"One does not simply" run like a Raptor. Only mk.0 Scouts do that.

Well to be fair, Caldari fight from long range typically so range makes more sense for them to allow them to see things at distance. Amarr are tankier and fight close to mid range, so it makes more sense that they be able to see more but at a shorter range.
Like my ideas?

The reasoning behind the change is so that for each of them (AmScout/CalScout) to have great precision AND great range they will need to sacrifice their primary tank (high for CalScout/low for AmScout.)
Your notion breaks that utterly and brings the CalScout back to primacy by giving it great precision with still excellent range and still having the capability to put very significant tank into their highs.
In other words, your idea breaks game balance.

Scouts ARE alike. Just as how Assaults are alike, and Sentinels are alike, and...yeah. Thing is, they perform their roles differently: AmScout is a slow, short scan range scout hunter, unless they sacrifice tank to become a true hunter. The CalScout is a long range medium hunter, unless they sacrifice highs to get precision low enough to threaten scouts.
They are somewhat different, in their niche of both being scouts, but they can cross pollinate if they choose to, but doing so sacrifices their main tank.
Seriously, the change is not just fine, it's excellent. Respecs may be warranted, but that's an entirely different box of frogs.

I don't understand what you're saying. CalScouts gave up shields for super scans? Not true: because currently they have bonuses to range AND precision, they could afford to give up maybe two highs for awesome precision and maybe one low for a range amp and still fit great tank...which is why CalScouts have been FotM recently.
AmScouts are currently a joke; MinScouts are the hard mode scouts who are masochists because CalScouts just lol and murder them; GalScouts can evade the CalScout by nerfing their fitting to all hell, otherwise they are just brick tanked, because GalScout bonuses got nerfed because of CalScouts...
