Before I discuss my proposal, I would like to say one thing: Hotfix Charlie looks awesome, to me it's by far the most advanced update we've gotten in terms of dropsuit balance. Hats off to CCP Rattati if this turns out the way it's supposed to be.
Slight Problem However I fear even after this fix, the Minmatar scout will still be getting the bad end of the bargain. Don't get me wrong, I really like the changes that are being made for the Min scout, it's viability will rise dramatically but it will still be left behind due to it's lack enticing abilities that will still be outclassed by Gal and Cal scouts. The point being Min scouts still get no EWAR bonuses, and while it is possible to be completely invisible to scans, it also destroys the viability of being the Minmatar scout. A Minmatar scout has to run 3 Complex Dampeners and a Cloak in order to get under an Amarr scout who runs 2 Complex Precision mods and is Armor based, so he can still have some eHP viability. Both the Gal and Cal scouts also fall in this category of being damped without having an Ehp loss, but this is where the Min scout is left behind, because while it takes Gal and Cal scouts 2 Damps to stay under the radar, they both have enough HP in their H/L slots (High for Cal and Low for Gal) to offset the sacrifice of 2 of their low slots. The Minmatar scout however is forced to use all of it's low slots to have the same kind of dampening capabilities as the Gal and Cal scouts with not enough eHP to balance the sacrifice of all the low slots.
And here is the point where people say," Wait..isn't the Min scout supposed to have the lowest eHP to have stuff like NK and a slight Increase in Hacking, with a slight speed advantage?" This is true, but it is still unbalanced because none of the advantages listed above are strong enough to offset the lack of slots used up for dampening, especially when codebreakers and Kincats are used in the low slots.
My Proposal
Modify the pg reductions to codebreakers and kincats to make them exclusive to Minmatar Scouts. This provides the necessary incentive combined with the other bonuses to make the Minmatar scout balanced with the lack of EWAR and eHP which all the other scouts have more in.
This is a simple proposal, nothing too dramatic, and I thank you for your time and patience.

Why does it have to be exclusive to Matari Scouts?
I want to put some Codebreakers on my Matari Assault too.

Ok...codebreakers can be on Matari assault/logis too lol....but Min Scouts get kincats also.

Codebreakers and Kin Cats already have ridiculous PG requirements.
They need to be reduced regardless before we even think of a Minmatar specific reduction.

True, but I think it would definitely give the Minmatar the edge it needs to compensate for it's lack of eHP and eWAR.

KinCats need a fitting cost reduction. I only have the Militia ones and they cost like 20 cpu and 11 pg or something and thats expensive even if its militia |

Codebreakers are E-war.
Hacking is the Min Scout's E-war specialty.
My best match on Dust, 23/6/4 Placon.
Please unnerf ScPs and fix IoPs...
