The second step is to switch the Shield regen rate between Minmatar and Caldari (all specializations included). Minmatar would be a class with less shielding but has better regen rate to compensate while Caldari gets sturdy shielding but at the cost of lower regen rate. For Sentinels, Minmatar suit becomes somewhat useful now that it would have a reliable regen (suit still going to be underwhelming lol), but Caldari Sentinel regen should be at 23, not 20, to not be at a huge disadvantage vs Armor Sentinels (those with 2+ complex Armor Reps). Shield Recharge delay should not be tweaked for any of the suits.
If this gets ignored I'll gladly remain in my tank, away from Scouts.

Try minmatar assault with kincats and damage mods. Use shields for bare minimum buffer and recharge. You just need them to make your escape. I run it, literally lol, by constantly relocating and capitalizing on the speed. You shouldn't be getting shot at all if your doing it right.
Shields are straight up caldari. Highest shield hp, regen, and shortest delays. It's been a defining caldari trait since day one, even in eve online. |

This was a comparison I made between the Scout and the Assault
Assaults need better regeneration and HP, while the scouts emphasize on e-war and movement speed. Problem is, the Cal scout can get 450 shields without having a greatly reduced shield delay (from the penalty for running extenders),, or having to run a shield recharger/energizer because of their huge base shield recharge.
I personally wouldn't give assaults 50/s, but reducing the Cal scout down to 30 or 35 is a good idea. You can still get 50 by running a single energizer so if they want it it's still possible, they just have to sacrifice tank to do so.
Scouts should have the advantage as long as the Assault can't find them. They should also have the advantage when it comes to being able to see the enemy and plan their attack around that.
It's like a medium frame engaging a heavy. You don't just run up to it in your medium frame and expect to win, you have to outrange and outstrafe them. Same thing goes for a scout against medium frames, except that instead of outranging them you have to use speed and stealth to your advantage. Killing them while they're not paying attention or sneaking up and getting them from behind.
The scout should be the ultimate flanking suit, but as it is right now scouts can just go head to head against any frame and have enough HP to tank the damage because of their small frame and no reason to use other modules due to base stats being so high.

Agreed, on pretty much everything. Minmatar need the best delays and Assaults need the best among the roles.
