To give you something to work with. The machine you're buying with is based on Kabini, a low power focused AMD chip used mostly in mid-range notebooks and ultra compacts (the non-intel term for Ultra BooksGäó).
The chip is great for what it's designed to do but gaming is not something it's designed to do. Its HD8400 GPU is on-die and should be fine at watching 1080p video content but will struggle with just about any complex game, even on lowest possible settings despite dx 11.1 support.
So if you want to buy this laptop for gaming or specifically Legion. Don't. That's not what it is made for.
In general, notebooks that are barely suitable for "serious" gaming will cost you in excess of 800$ and that money would easily get you a powerful enough gaming rig to run most games with all essential options turned up.
Re: Nvidia relationship. This is true, however, the UE3 has very mature driver support from either manufacturer so there shouldn't be any significant discrepancies if you exclude the possibility of PhysX support from Nvidia.

Just remember that CCP has heavily modified the engine for Legion. This is true but I also don't expect CCP to pick any sides in that war other than marketing even in places where they technically could.
What little info there is on that does not indicate that EVE favours either vendor to any noticeable degree so I'm hopeful that all hardware will work fine, save for CUDA PhysX that is .
