I believe that the simplest connection may be the most meaningful connection between these two games.
[Veteran Eve players skip this paragraph] In Eve currently, there is an infestation of rats. All kinds of rats, which are essentially dumb npcs that pop up in asteroid belts and different sites that pay out a bounty and drop loot when you kill them. Different rats drop different loot, so you always want the shiniest rat to drop the shiniest loot. In certain space, there must be an escalation of rat killing in order to make the shiny rat appear.
The link between these games could be a Legion side escalation that spawns in space ships in Orbit that will orbital strike the player if not dealt with. Eve players can destroy these ships again and again until it escalates to the shiny ship. Eve and Legion players kill the shiny spaceship and it drops some loot for capsuleers, and the rest crash lands on the planet's surface (much like battle for new caldari) and loot is had by mercenaries. Both sides become equally intrested in this endeavor creating lasting working relationships.
There could be installations to remove Orbital Strike threat ground-side, but it would not escalate the rats. This installation would still work to make the shiney ship die and drop loot for all so that mercs are not at the mercy of capsuleers for loot.
Seems simple enough to me.
In life, I have this to regret. That too often, when I acquired ISK, I did not have enough of it.

IMO the Eve side integration doesn't have to be in-space, it can be via the market, or chat channels etc instead. CCP spent a lot of developer time on orbital strikes, which, while pretty neat, probably could have been better used elsewhere.

I'm not saying that orbital strikes would be done away with, in fact they could tie in to the escalation. The more drones killed by orbital strikes, the more escalation. But there needs to be some kind of isk incentive for the capsuleers, otherwise they won't bother.
As far as market goes, why not make a Legion specific mining installation that runs either autonomously on a large scale with sovereignty or manually on a small scale, gathering new minerals required for manufacturing Legion specific gear. Let the Indy capsuleers take care of the manufacturing for now until Legion receives that feature. But minerals would be sold to capsuleers in order to manufacture them, stimulating the Legion economy from the start and encouraging cross-game interaction.
And I believe that the chat channels are already integrated in dust if I'm not mistaken.

They could work similar to incursions so that Eve players are alerted to the fact that there is an escalation going on within the region. That way capsuleers aren't running back and forth across the universe to get to escalations like they do in FW. yeah. i like that.

I think to start with we just need eve guys to supplement logistics of legion like manufactory of gear or just buying our salvage (pi stuff)
