It was never true. No matter "underpowered" the scout suit was. I always preferred it over my assault suit for it's speed and stamina regen and I did better as a lone wolf in it. That was with my 'dragonfly' scout suit. Now I'm a cal scout, and it's the same except now I have competition. The whole reason I chose the cal scout was because they said the gal scout was FOTM. Also I favored shield tanked suits for a scout because high shields + high speed = epicness.

Requirements to be 'protostomping':
Are you in a proto suit?
Are you 'stomping' (i.e. Outplaying and outgearing the opponent in such a degree as to render oppositional efforts futile)?
If yes, congratulations! You're protostomping in a scout suit!
Protostomping requires a certain degree of skill; if you're barely beating MLTs 1v1 in a protosuit then clearly you're incapable of stomping. If you're keeping a significant KDR then it's likely that... well.

MLT Shotgun, STD REs on a basic light or scout suit is a cheap and cheerful suit to play when redlined or being stomped.
Considering head shots > teamwork > proto gear > no idea
Now of course with shared squad passive scanner a level five cal scout can help passive scan for a proto stomping squad and wear a basic Cal suit.

The adage was very much true prior to 1.8, but it no longer applies. Not even close.

I was a scout and I destroyed people in my dragonfly suit. I only had level 3 in the minja, but it was very good because of it's passive scans.

Yes, I remember Chromosome. But the heavy and scout were really good too, and the logi was just right. In Uprising 1.0-1.7 the logi dominated due to better survivability, and the scouts got buffed where they just had around 120 less health than assault, along with other traits which effectively made it the jack-of-all-trades (good dampening, speed, EHP, DPS, precision, scan radius, regeneration, but not the best).

Yep there's a genuine issue with scouts now. I'm just saying that really it had to happen sometime. Every suit has it's spotlight even now Commandos dominate the field and they used to be such a joke.
