Had this post in a poorly named thread, moving it here. This is my first draft for the way I think war should be implemented on planets able to be owned. Let the criticism/trolling begin!
-PLANET SOVEREIGNTY So you begin waging war to take over a planet, taking over planetary artillery stations along the way, other key installations along the surface, and you begin to turn the tides in your favor. Well, at the end of a long campaign, you have secure 75% of the installations of a planet, the combined PG output of these districts allows you to install a sub-terrain installation that generates isk (up for discussion, my vote is mining) and generates large area shield coverage for all of the terrain you currently hold. However, it takes all offensive installations off line. Balancing this so that planets don't become impregnable or defending becomes impossible could prove tricky, but I like the idea of only generating isk from sovereignty of a planet, instead of districts. I actually hate the idea of districts altogether.
-COVERT WAR-BARGE How would you begin your siege of a planet? In the war-room of a war-barge in your war-slippers, sipping war-coffee. But seriously, the reason I put "COVERT" is because I don't want my war barges to be intercepted by gate camps in Eve. And because I think that the actual count down until a siege on a planet takes place should correlate to how long it will take your automated war-barge to fly there, say, 12 hours per stargate jump being cloaky and all. That way, when you start your quest for galactic domination, you can't just hop around the universe attacking every single up-and-coming 20 man corp you fancy.
-MULTIPLE WAR-BARGES Flight of the war-barges! I think that the maintenance of war barges should gradually become more cumbersome the more you put to war. Make them run on fuels of some kind like a pos, so that corporations can't buy 1000 war barges and maintain fuel costs. Slow and steady. One idea is to only be able to build/buy war-barges in the system that your corporation office has established as your HQ, so that your war barges come from a central area, not just planet hopping around the universe.
-SPEED OF WAR I'm not quite sure what to put here other than, I don't want Legion to become burden-some to anyone that doesn't want to make it that way. There are literally thousands of planets out there, enough for everyone to have a crumb of the pie. I believe that it is important for people to believe it is actually possible to do it, unlike the way that it is set up now. With that said, reinforce dynamics sound like they could work to moderate the speed of war so that people have time to take breaks from the crusade and just go explore the sandbox you will create. Eventually.
-HIGH SEC, LOW SEC, NULL SEC high sec should be fairly straight forward, no player sovereignty. Low sec, fair game to all mercenaries. Null sec would be fair game to all mercenaries... And rouge drones.... MUAHAHA. I like the idea that null sec would be extra profitable because it is attacked by rouge drones on a weekly basis, dropping special, shiney loot that is used for making tech III drop suits... Well, maybe just officer loot.
In life, I have this to regret. That too often, when I acquired ISK, I did not have enough of it.
