I have been running sidearms of late and I have to say I have had a lot of fun and my heart broken many times.
SMG- Tried and true Love. It is my first love and to this date has yet to fail me. Go with the M209 and you cant go wrong. Range is short but the ROF makes up for it.
Overall 4 Stars
MAG SEC SMG- The ROF needs to be increased for some rounds do not hit if the target if they are fast moving. The charge up makes this gun special and a headache. Use it at range and this is where it really shines. Keep it between 30-50 Yards and use as a suppressive weapon for heavies.
Overall 3 and half Stars
Flaylock- Once the nightmare of the battlefield is now just mehhh. I like it and I want to put it to sinister use, but when was the last time you saw it in the kill feed. The way I treat it is like a MD, I aim at the feet or lower part of the body and use the splash damage with the direct damage. I cant place my finger on what would make this weapon work without making it Op.
Overall 2 and half Stars
Nova Knifes- Once you have them properly skilled and get used to the "I am going to die if they spot me" feel they are truly the butchers of Dustville. If only I could throw them would make them even greater.
Overall 4 and half stars
ION Pistol- IMO the worse pistol in Dust. First you have to charge it to max to make the pistol shine, bad part is it will overheat and cause you the inability to switch weapons if you miss. The weapon is not for close quarters and I have yet to figure its max range for I have not killed anyone with it. Save your SP and skill into Scrambler Pistol IMO. When was the last time you saw someone using one, enough said.

Bolt Pistol- My new love. I love this weapon and the feel as it blows away the target. I feel like Dirty Harry and I just want to make everyone aware of this freakin gun by shooting them in the face. The charge bugs me and you have to really aim to hit a far target that is moving but the feeling as you watch them fall is exhilarating. The only part I hate is the slow rate of fire once it is charged. It lives up to its name as being the baddest handgun in the Universe.

Scrambler Pistol- I like it but not as much as the Bolt Pistol. It has great range and it can decimate Cal suits. I have been three shotted by this beast. No real complaints. It is one of the most solid weapons of the game along with the SMG. Downside it needs a larger magazine.

As a sidearm scout I agree with most of your assessments I have a soft spot for the UP weapons and trying to make them work.
Few points don't match my experiences but that comes down to differences in fitting and play style I am sure.
I love the Ion Pistol, and find it challenging to use. It has a very short range, it's up close and personal. Find The ideal distance is about 15m or under. You need maneuverability to be effective with it I find, also sharpshooter to at least 3GǪ because wow it has some accuracy issues without it. Also some Hit detection issues have come up for me.
Flaylock is one of my favourites, I use it differently than you. Rather than shooting at the feet I go for body shots (used to use the ScP a fair bit so I still try for the head out of habit) Attack from above and it works well, I like to Jump shot with it. I think more direct damage would make this weapon better without making it OP. Rate of Fire would not be a bad way to go either but either reload speed of clip size would need an increase.

The flaylock needs a 2m splash radius on all tiers and a 5% to projectile speed per level and maybe a damage buff would do it. Nothing else changes after that.

Um. When I used it, I guess. I don't think I've ever been killed by one. Which reminds me, I'm paying out 5m to whoever kills me with an ion pistol.

During the weekend, I decided to through away items in Oceania. Got Frontline and only equipped the Ion that we were given earlier. The only thing I liked of it was the reload animation and it's ROF, everything else was horrible.

If you skill into the scrambler pistol, you can get good clip size. I run with a clip of 11, and with 44 extra shots for reloads, giving 5 total clips. And I think it's a lot of fun as well.
